New Way to Report Illegal Dumping

We all know that illegal dumping--putting waste on property that is not licensed as a disposal facility--is an eyesore that is expensive to clean up, diminishes quality of life, discourages economic development and even sends plastic debris into our waterways.

That's why people caught dumping along our city's alleys, sidewalks, fields and roadsides are subject to fines and impoundment of any vehicle used in the dumping. That's where citizens can help with the problem. If you witness illegal dumping while it's happening, report it.

We've developed a new online form you can use to tell us where it happened, describe the vehicle(s) involved, preferably with license plate number(s), and even upload pictures. Of course, you can always call Metro Call 311 or 574-5000. For more information about illegal dumping, including a link to the reporting form, visit our illegal dumping webpage.

Notice of Action on a Title V Operating Permit

The Louisville Metro Air Pollution Control District (District) proposes to renew an operating permit to Paddy’s Run Station (electrical generating station), 4600 Bells Lane, in accordance with Regulation 2.16. The 30-day public comment period starts on August 19, 2018, and ends on September 18, 2018. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Drafts of the permit and summary are available at the District office, 701 W. Ormsby Avenue, Suite 303, Louisville, between 8:00 a.m. and 5:00 p.m., Monday through Friday, by calling Matt King at (502) 574-6000, emailing airpermits@louisvilleky.gov, or at the following website: http://www.louisvilleky.gov/APCD/docket. Copies of the application are available upon request. Written comments will be accepted at airpermits@louisvilleky.gov until midnight or at the District office until 5:00 p.m. on September 18, 2018.

EPA has agreed to treat this draft Title V permit as a proposed Title V permit and to perform its 45-day review provided by the law and regulations concurrently with the public notice period. Although EPA’s 45-day review period will be performed concurrently with the public comment period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review period is performed after the public comment period has ended (i.e., sequentially).

City Entree-Preneurship Series

Louisville Forward’s Small Business Development team is accepting applications for the second cohort of the city’s Entrée-preneurship Series, a free program designed to foster the development of new restaurateurs and food entrepreneurs.

The interactive 10-class series, originally called the Food Entrepreneurship Series, will run from Sept. 8 to Dec. 1, and will be taught by local industry-leading professionals. All classes will meet at Chef Space, 1812 W. Muhammad Ali Blvd., on Saturdays from 8:30 – 11 a.m.

Registration is open, but space is limited. To participate, individuals must be over 18 years of age, attend 9 of the 10 classes and be a Louisville resident. There is no fee to participate in the series. Upon completion of the program, participants will receive continued assistance and connections to resources from Louisville Forward’s small business development team. Three-foot clearance for passing bicycles

A new Kentucky law that took effect July 14 requires vehicles passing a bicycle to use the adjacent lane if available. If an adjacent lane is not available, then the passing vehicle should pass to the left at a distance leaving no less than three feet between the widest part of the bicycle and the widest part of the vehicle. If the bicycle is in a bicycle lane, the passing vehicle should still be at least three feet from the bicycle. 

If the road is too narrow to give three feet clearance, then the passing vehicle should use reasonable caution. The new law also allows passing vehicles to legally cross a double yellow line to pass a bicycle if there is enough sight distance to safely pass.

Thirty-four states have similar safe passing laws to use the adjacent lane or give three feet or more. Like all states, Kentucky law also requires cyclists to follow the basic rules of the road.  Like any operator of a vehicle, a bicyclist must ride with traffic, obey traffic laws and stop at stop signs and red lights. The three foot law is at KRS 189.300


Sickle Cell Anemia Events

September 8, 2018, the Sickle Cell Association of Kentuckiana (SCAK) will host the 2nd Annual Sickle Cell 'Unity' Walk.' Last years was so nice, we decided to do it twice. In partnership with the Sickle Cell Patient/Family Support Group, the sickle cell community will come together from both sides of the river at Shawnee Park to help STOMP OUT SICKLE CELL DISEASE. Build your teams and register early. T-shirts will be available on a first come, first serve basis. A flyer above has detailed information. Sponsorships are welcomed and available for a $200.00 donation. Your name and logo will be displayed on t-shirts and any other printed materials for this event. The Sickle Cell Association of Kentuckiana (SCAK) will host its 8th Annual Sickle Cell Anemia Gala on September 22, 2018, at the Galt House Waterford Room, 25th Floor, the Rivue Tower. This black-tie event will feature Bennie Smith III on Saxophone, accompanied by Alysha Ashley on vocals. There will be a plated dinner, DJ, dancing, and a silent auction.
