St. Matthews Street Festival – August 4

St. Matthews Street Festival

On August 4th from 11am -10pm, Frankfort Avenue between Lexington Road and Bauer Avenue will be transformed into one of the best street festivals in Louisville! You’ll find bands, food, vendors, and activities for both adults and children.

Showcased will be area retailers, restaurants, and live entertainment. Family fun and activities include the free Kids Zone, Fun Zone and Wellness Fair. Road Closure Information

The section of Frankfort Avenue affected by this closure are the 3700-3800 Blocks, running from Gerstle’s Place at the intersection of Lexington and Frankfort, to Walgreen’s at the intersection of Frankfort and Bauer. All surrounding roads will be open and the rest of Frankfort Avenue will be unaffected by this event.

Parking & Transportation

Parking will also be available at St. Matthews Baptist Church at 3515 Grandview Avenue, and a shuttle will be provided to run from the church to the corner of Bauer and Frankfort continuously from 10:30 AM to 10:30 PM. 


Sustainability Story: St. Matthews Farmers Market

St. Matthews Farmers Market

Sustainability is the overarching theme for farmers markets. Farmers engage in sustainable farming practices to produce healthy food to sustain the local community, and community members provide the money to sustain the farmers.

There are several farmers markets in D9, including one of the best in the area, the St. Matthews Farmers Market, which is open every Saturday through September 29 from 8:00 a.m. – Noon at Beargrass Christian Church, 4100 Shelbyville Road.

The market’s Tomato Tasting is scheduled for this Saturday, August 4.  Many of the farmers are beginning to have a variety of delicious heirlooms for purchase.  Most everyone knows tomatoes, which are actually a fruit, are very good for you. They are high in nutrients, including Vitamin A, Vitamin C, and lycopene (one of the most powerful antioxidants), provide a great source of fiber, and are naturally low in calories.  There are certainly many good reasons to pass down heirloom tomato seeds. They reliably produce tomatoes that have a pronounced tomato flavor, tend to be juicier and have delightful (not mealy) texture.  

Some of the varieties you may have heard of are Brandywine, Black Cherry, and Green Zebra.  Heirloom tomatoes grow in a rainbow of colors such as dark red, persimmon, lime green, yellow, purple and even black. They come in large, cherry, round, oval, squatty, pointy and everything in between.  Try some this weekend!

Champions Park Upgrades Underway

Work is underway at Champions Park, at the corner of River Road and Zorn Avenue, and several areas will be closed temporarily while the improvements are made.

The work includes:

  • Construction of a new shared use path along the I-71 side of the property, replacing damaged and deteriorating golf cart paths in that area (see photo below). The construction starts August 6.  The path will be closed while the work progresses.   
  • A drainage project with pumps and catch basins and additional lateral lines has started.  This should improve standing water areas, help reduce insects, especially mosquitos, and allow for more frequent mowing of the park to improve the quality of turf and appearance of the park.

In an effort to make repair work and construction projects safe for park users and construction crews, Metro Parks is placing snow fencing to keep park users away from the construction.  During the construction, access to the park will be through Zorn Avenue and a gate with signage directing park users to the parking lot off Zorn will be installed at the western entrance to the park.


National Night Out – August 7

LMPD will host National Night Out on Tuesday, August 7 from 6:00 – 9:00 p.m. at the Peterson-Dumesnil House, 301 S. Peterson Avenue. There is fun for all ages, including food, music, door prizes, and child ID cards. There will also be a way to safely dispose of expired drugs. National Night Out is a great way to interact with the LMPD officers who keep us safe every day.

The St. Matthews Police Department will also be celebrating this year's National Night Out. This community event will be held at the St. Matthews Community Park, Ten Pin Lane, on August 7 at 6:30 p.m. The department will have several displays and activities for the whole family as well as prizes and giveaways from SMPD and area businesses.

Water Quality Standards Threatened

An interstate commission tasked with overseeing the health of the Ohio River is considering eliminating its pollution control standards, and a variety of environmental groups are urging citizens to speak up to oppose the move.

The Ohio River Valley Water Sanitation Commission (ORSANCO) oversees an agreement between the eight states with watersheds draining into the Ohio, with commission members appointed by each state and the federal government. In June, a majority of the commission voted to advance the idea of dropping its pollution control standards, opening the proposal to public comments as part of the commission's regular review process.

D9 stretches for about two miles along the Ohio River.  I have written ORSANCO to oppose the elimination of the standards: “I am the Metro Councilman for Louisville’s District 9, which borders the Ohio River and includes Louisville Water’s Zorn Pump Station. I am writing to express my opposition to the proposal by ORSANCO to amend its Pollution Control Standards (PCS) by eliminating water quality standards and criteria, as well as mixing zone and wastewater discharge requirements, from the rules, and by making changes to other sections of the PCS.

My reading of the minority report indicates that there are nearly two hundred parameters among the six signatory states and EPA, for which ORSANCO has a criteria but the state or EPA does not.  If that is true, how can anyone conclude that the ORSANCO standards are redundant?  I also agree with the minority report that we need an independent body that ‘is able to research, develop, propose, and adopt standards tailored to the specific needs of the river in an atmosphere that stresses sound science and data-driven policy.’  In Louisville, we rely on water from the Ohio River and we count on ORSANCO and its PCS to help keep it clean.“

Tree Removals and Plantings on Frankfort Avenue

The Kentucky Transportation Cabinet (KYTC) District 5 Office is partnering with Louisville Metro government for roadside maintenance along Frankfort Avenue. The plan involves removal of several dead and dying trees in state right-of-way between Story Avenue and Stilz Avenue. New trees will be planted to replace the removed trees.

KYTC will oversee removal of twenty-five trees along Frankfort Avenue that are dead or in steep decline. This work will eliminate potential hazards of dead limbs falling on the roadway and improve the appearance of this area.

Louisville Metro Council District 9 is providing $12,000 in funds to purchase new trees for this section of Frankfort Avenue. Louisville Metro Division of Community Forestry will be responsible for planting and maintenance of the vegetation.

Tree removal began August 1 and should be complete by Friday, August 3. Lane closures on Frankfort Avenue have been necessary during this work and will be limited from 9:00 a.m. until 3:00 p.m. until the completion of the project.

St. Joe’s Picnic – Save the Date and Donate a Cake!

St. Joseph Children’s Home, 2823 Frankfort Avenue, will host the 169th Annual St. Joe’s Picnic on Friday, August 10 and Saturday, August 11. All proceeds from the Picnic support children who have suffered abuse and neglect as well as help continue St. Joe’s mission of “Giving Children a Home”.

The Pre-Party on Friday, August 10 begins at 5:00 p.m. and will feature a new casino tent, new carnival rides, new booths, food vendors, live music and a cornhole tournament. The event will end at 10:00 p.m. The official picnic on Saturday, August 11 runs from Noon – midnight.

St. Joe's gambling

Tickets are required this year for all food, beverages, rides and activities at St. Joe’s Picnic. Avoid the ticket lines and purchase tickets in advance online until August 3, https://sjkids.ejoinme.org/picnictickets. Tickets will be mailed or picked up at will call.

LMPD Impound Lot Community Meeting – August 13

Earlier this year, Louisville Metro Government (LMG) announced plans to seek a new location for the Impound Lot, citing space issues, and the impound lot’s negative impact on nearby Beargrass Creek and the Beargrass Creek Greenway Trail. The site, a former landfill, is also located in a floodplain and is partially impacted by a high-tension power line. At that time, the city issued a public Request for Information (RFI), seeking properties that fit the city’s search criteria for size, location and other physical and operational requirements. The city received seven responses to that RFI but none met the search criteria.

LMG is hosting another meeting on Monday, August 13 from 6:00 – 7:00 p.m. at the California Community Center, 1600 St. Catherine Street.

What will be discussed at this meeting? LMG received a suggestion to relocate vehicles held at the impound lot as evidence in a criminal or civil lawsuit or investigation to a separate, secured location. This would decrease the number of vehicles at the impound lot by approximately 350, allowing towing operations to resume as space was made available through vehicle relocation. A warehouse located on 9th Street has been identified as a proposed alternative storage location for impounded vehicles being held as evidence. The warehouse will provide an indoor, secure location for these vehicles, and is located in an industrial area of the California neighborhood. Impacts to the neighborhood are expected to be minimal because access to the warehouse will not be through a residential area, the warehouse is surrounded by commercial and industrial uses, the vehicles will be secured indoors and the relatively small number of trips associated with adding or removing vehicles from the space will not significantly affect traffic on 9th Street.

Neighborhood Institute Fall Registration Open

Center for Neighborhoods

The Neighborhood Institute is a neighborhood leadership-education program established in 1987 by the Center For Neighborhoods, a non-profit civic organization. The Neighborhood Institute equips neighborhood leaders with the resources necessary to effect positive change by acting through and with their neighborhood groups.

Classes will meet at the Center For Neighborhoods, 507 South Third Street on August 28th - November 13th, 2018. Classes meet every Tuesday from 6:00 - 8:30 p.m. with dinner provided for registered attendees.

The Neighborhood Institute Fall 2018 is open to all neighborhoods, Metro Council Districts and the whole community. There is no charge to attend, but space is limited. Applications will be accepted through 12:00 p.m. on Wednesday, August 15th.
