There was some discussion in the news last week about how Metro
Council members spend “our” discretionary funds. Since day one, I have spent “mine” according
to a set of policies that you can review here, where you can also see current and historical District 8 expenditures.
Soon, you’ll be able to do much more than just review my spending,
though – you’ll be able to spend yourself.
In partnership with the Louisville Metro Center for Health Equity, District
8 and District 6 will be piloting the city’s first participatory budgeting
project in fiscal year 2019. A formal
announcement, official website and more details are forthcoming but consider
this a sneak preview.
If you’ve never heard of participatory budgeting (PB) before, this short video (04:13) explains it – and before you decide not to watch, consider this: there will
be $100,000 to fund the winning project(s).
Our Money, Our Voice will kick-off in July with idea collection
and the recruitment of volunteer budget delegates who will work to research,
evaluate, and prioritize the project ideas submitted by community members and
ultimately develop the final project proposals for a vote. Proposal development will continue through
the fall; voting will take place in January; and implementation (along with
third-party process evaluation and project monitoring) will begin in
March. We will review everything that
went down in June and then get ready to do it all again in FY20!
A steering committee is being assembled, including grassroots, nonprofit
and neighborhood leaders from across the city. The Budget Committee of the District 8 Advisory Board is among the members.
Speaking of the Advisory Board, civic engagement and spending, effective
FY19 we will no longer be filming our meetings (because the ratings stink!) and
instead reallocate the cost to invest in new technology to support
PB and other community efforts. We’ll make
it easier for you to find and get reminders about the meetings and events that
matter to you, invite your friends and neighbors to join you, share your
experiences and track your participation.
