Vitalis' Message: Our Future


Dear Neighbor,

Our future as a community is intertwined.  Regardless of age, gender, ethnicity, and socio-economic background, when one of our citizen ails, we all are in pain. That is why the many challenges facing our community cannot be successfully addressed without all of us coming together in one accord.

Over the last few weeks, our community has experienced an uptick in illegal dumping, graffiti, landlords who leave an entire apartment on the curb without regard to neighbors, illegal parking by both cars and truck, and an increased number of semi-trucks on our neighborhood streets. While these issues may appear trivial to some, these are the issues that impact the quality of neighborhoods, and consequently the quality of life.

To address these issues, your Metro District 21 office is working with the Department of Public Work – Solid Waste Management Division to come up with a plan to effectively and swiftly address illegal dumping. This will include installing cameras in identified illegal dumping alleys. We are also working with the County Attorney’s office on the feasibility of partnering with property owners to install cameras.

Over the next few weeks, I will be having a series of meeting with neighbors who volunteered to be part of one of the committees and work groups designed to come up with ways to address some of the challenges facing our neighborhoods. CHURCHILL DOWNS ANNOUNCES CHANGES TO DERBY WEEK PARKING AND TRAFFIC PLAN

LOUISVILLE, Ky. – Churchill Downs Racetrack (“Churchill Downs”), home of the world-famous Kentucky Derby, announced today its new parking and traffic plan for Derby Week and the launch of kentuckyderbyparking.com.
 
Significant changes have been made ahead of the 2018 season to improve the arrival experience for guests planning to visit the historic track during Derby Week, which begins with Opening Night on Saturday, April 28. These changes create a safer and more convenient arrival experience for all guests, but especially for those ticket holders who have not received official parking in prior years.
 
The new plan, which was developed with input from traffic planning consultants and officials with the Louisville Metro Police Department, is designed to expand the parking capacity and shuttle service for guests parking in offsite parking locations while maintaining the onsite parking at Churchill Downs and in the neighborhoods surrounding Churchill Downs.
 
“Each year, Churchill Downs is proud to welcome more than 150,000 people to the Kentucky Derby. One of the recurring themes we hear in post-event customer surveys is the challenge our guests face when trying to travel to and from the track on our biggest days. We know that our guests get to the track in a variety of ways, and we have gone to great lengths to accommodate everyone’s needs with this new plan,” said Kevin Flanery, president of Churchill Downs Racetrack.
 
“Many of our guests have time-honored Derby traditions, which we took into consideration when developing this year’s plan. That’s why options like neighborhood parking are still available and encouraged,” said Flanery. “However, there are changes to this year’s parking procedures that everyone should be aware of before heading to the track. To ensure you have the best experience possible, please visit kentuckyderbyparking.com to plan your arrival.”
 
Notable changes to this year’s parking and entry plan include:

  • Parking and arrival options vary depending on which day you are coming to the track. To plan your arrival, go to kentuckyderbyparking.com and download the Churchill Downs and Waze mobile apps.
  • All onsite parking at Churchill Downs is reserved, beginning Opening Night (Saturday, April 28) through Derby Day, May 5. To improve traffic around the racetrack, only vehicles with designated hang tags and parking tickets will be able to access the property. This also applies to guests who are being dropped off.
  • Central Ave. between Crittenden Dr. and Taylor Blvd. will be restricted to official shuttle buses on Thurby (May 3), and closed to the public Oaks (May 4) and Derby (May 5). During these days, pedestrians will only be able to cross Central Ave. at 3rd St. and 9th St. Restricting access to Central Ave. will allow guest shuttles from offsite parking spaces at the Kentucky Exposition Center to get to and from Churchill Downs more efficiently.
  • Ticketholders with reserved parking permits at the Kentucky Exposition Center (“KEC”) will have access to free shuttles to and from the tracks on Oaks and Derby Days. Churchill Downs has expanded and enhanced this year’s parking and shuttling operation at the KEC to accommodate more ticket holders. On Thurby only, guests without reserved parking can also park at the KEC for free and ride a complimentary shuttle to the track.
  • Parking at Papa John’s Cardinal Stadium is still available all week, but shuttles will only be running from the stadium to Churchill Downs on Opening Night (Saturday), Tuesday and Wednesday of Derby Week. On Oaks and Derby, guests without reserved parking can park at Papa John’s Cardinal Stadium, which charges $20, and make the short walk to Churchill Downs.

District 21 Neigborhood Pride: Illegal Parking

Illegal parking in District 21 neighborhoods is on the rise. Our goal today is to begin educating residents of the laws that are being violated. LMPD is also aware of this situation and will be issuing citations in the very near future. This creates safety and public health hazards as well.

72.033  OBSTRUCTIONAL PARKING; DOUBLE PARKING.

   (A)   (1)   It shall be a parking violation for any person to leave any commercial or industrial vehicle, bus, or any other vehicle or trailer in or on any public way within Metro Government either during the day or night, except while the vehicle is being loaded or unloaded and such loading or unloading operation is actually taking place or while the cab of the vehicle is occupied by the driver thereof.

      (2)   For purposes of § 72.033(A)(1), bus means any motor vehicle designed primarily for the transportation of passengers and having a seating capacity in excess of nine passengers including the driver.

§ 72.034  MANNER OF PARKING. (Parking on the Curb/Lawn/Wrong way)

(A)             It shall be a parking violation for the operator of any vehicle to stop or park the vehicle in a mannerother than with its right­hand side toward and parallel with the curb, except that where parking is permitted on the left side of a one­way street, the left­hand side shall be so parked, and except for commercial loading and unloading on one­way streets.

(B)              No vehicle shall be parked or left standing on any street unless its two right wheels are within sixinches of and parallel with the curb, except that on one­way streets where parking is permitted on the left side the two left wheels are to be within six inches of and parallel with the curb.

(C)              No vehicle shall be backed to the curb on any street, except that trucks may do so when loading andunloading provided that such loading, unloading, and delivery of property and material shall not consume more than 30 minutes, or unless expressly permitted to do so by duly authorized pavement markings and signage.  Such backing of trucks is prohibited at all times and on all streets in Metro Government where any truck so backed interferes with the use of the roadway of moving vehicles or buses or occupies road space within ten feet of the center line of the street.

Although Rosie’s been in our family for a little over a year, she’s been in the US for about five years.  Like many young internationally adopted children, she forgot all of her original languages.  She prays every week at church that she can speak to her African family again.

 

Her first adoptive mom in the US hired an investigator who provided her with a single phone number for her grandmother in Kinshasa.  The problem now was finding a trustworthy interpreter.

 

I mentioned this need to our Burundi friend Adonisi a few weeks ago.  We weren’t even sure which language Rosie’s grandmother would speak:  French?  Swahili? Lingala?

 

Adonisi told us that his friend, Mama Noella, lived just around the corner from us!  Literally on the street that runs perpendicular to ours!  Mama Noella is from Kinshasa and is an ESL teacher with the public school system.  Her husband Sylvehn, also from Kinshasa, is an accountant and pastors a French-speaking church.  Noella called me on Monday night and agreed to help us attempt a call to Congo today.  

 

When they arrived, we called the number, praying for an answer.  There wasn’t one.  We waited and tried again.  Suddenly, on the other end of the phone, we heard a voice and a flood of French on each side.

 

Grandma has prayed for Rosie every day.  She planned never to change her number in hopes that Rosie would one day call her.  She provided us with the phone number for Rosie’s birth mom in Angola.

 

After locating country codes, and trying a few times, Rosie’s birth mom picked up!  She said that she, too, prays for Rosie daily.  She said that two nights ago she had a dream that a gift was delivered to her and she checked the package to see who it was from, but there was no name.  When she awoke, she thought, “I wonder if this means I will hear from Rosie soon?”

 

Rosie, beaming, asked all kinds of questions that have been nagging at her and received suitable answers.  We asked a few of our own.  Mama Noella and Sylvehn translated and took notes for us.  The Congolese extended family in the background ululated with joy over the speakerphone.  Abby and Zoey stood around, hands clasped, with “happy tears” for their sister in their eyes.

 

This was a good day, and there are so many people who played a part in making this happen for Rosie, while God set the whole thing up in a way that only he could.

Mama Noella Nyemba migreterd to the United States from Congo MRC in 2001 as a refugee via Canada. Her husband and children came to the United States in 2000, while she was sent to Mexico to await unification with her family. She has 6 children and 9 grandchildren. Mama Noella currently works with the Jefferson County Public Schools.
