Vitalis' Message: Let's Aspire Together


Dear Neighbor,

It is an honor to serve as your councilman. My office is working diligently to address concerns throughout the district to improve the quality of life for us all.

One of the concerns I hear most is speeding. I am working with the police department, public works and neighborhoods to address this problem as best we can. We will increase police presence to help curb the speeding problem throughout the district.  Many have asked about speed humps and we are researching the eligibility of all streets requested.  If you would like to have a traffic concern addressed on your street, please contact my office at 502-574-1121.

Another major concern is the rise in crime in our neighborhoods, especially violent and drug related crimes. My goal is to successfully eradicate crime and create a community where all residents feel safe and proud to raise our families.  We must employ a well-rounded approach, balancing Law Enforcement with social programs, and community engagement to accomplish that goal. We have already had a public meeting to get the conversation started with LMPD and the Office of Safe & Healthy Neighborhoods, and it will be an on-going effort to ensure that our district becomes a safe place for all of us. My office is dedicated to helping address any crime related issues you are experiencing. We want to help transform our neighborhoods and are glad to partner with you to help make our community safer.

I am working on launching three major efforts for District 21 that I need your help with:

A Comprehensive District 21 Neighborhood Plan

I will be following up on the Center for Neighborhoods plan that was started several years ago and will need constituents of the district to serve on the Advisory Committee to help direct and prioritize the goals we develop. This plan will look at all issues related to transportation, business districts, planning and zoning, neighborhood beautification and code enforcement.

District 21 Ambassador Program

This will help residents educate and advise on issues in each segment of the district. I plan to implement this in three phases, the first being volunteer based. Please contact the office if you are interested in becoming the first ambassador person in your zone.

Initiative to Improve Panhandling

I’m working with the city and local social service organizations on a program to address panhandling. My goal is to help the people who truly need assistance while stopping the career-panhandlers from moving in at every corner. Through this effort, when panhandlers ask for money, we would give the panhandler a business card instead that would include information on how they can work that day to earn money. For those who are disabled or unable to work, we want to connect them with the proper city services to get them the help that the need. That information will be included on the card as well. We have to invest time and resources into solving this if we are to eliminate it. As we develop this program, I would welcome your involvement, so please let me know if this is an area you would like to help with.

I hope to hear your questions and concerns by responding to the survey. Please complete the District 21 Survey to share your concerns and priorities with me. Also, if you are interested in helping with the Neighborhood Plan, Ambassador Program, or Panhandling program, please let me know by completing the District 21 Survey. I am putting advisory committees together now and would welcome your involvement.

District 21 Street Report

Louisville Water’s work on Palatka Road is close to completion. Palatka will have one lane open during regular hours.

We still have work to complete on Iroquois Park Road that may require the intermittent closure of one lane of Palatka Road between Iroquois Park Road and Cardinal Hill Road.

The work at Iroquois Park Road will only be conducted outside of rush hour between the hours of 9:00-3:00 with the utilization of a flagger to safely move traffic around the construction zone.

South Point Scenic Area Unveiled

Mayor Fischer, Metro Council members, Vitalis Lanshima D 21, David Yates D 25 and Cindi Fowler D14 and  the Southwest Dream Team were joined by local business owners and residents to unveil the 2018 edition of the South Points Map.

This is the fourth rendition of the map, which has expanded its outreach to include more local businesses and attractions, including Kentucky Kingdom and Hurricane Bay for 2018. Ed Hart announced that the zipline attraction at Jefferson Memorial Forest will now be managed by Kentucky Kingdom.

Also new to the 2018 map, is an inaugural food district, called “Dine South Points.” Which highlights the cultural eateries of the South Points Scenic Area, near Iroquois Park and south to Fairdale. Some new restaurants that are featured in the food district include: Vietnam Kitchen, Binh Phuoc Market, Cocoberry Pops, Shack in the Back BBQ, Golden Wall, La Riviera Maya, Sunergos Coffee and Vietnam Oriental Food Market.

”The Southwest Dream Team is celebrating 10 years of continued efforts to make Southwest Louisville a healthier and more prosperous region of Louisville, and is currently in a strategic planning period,” says Vince Jarboe, President of the Southwest Dream Team.

Hepatitis A Outbreak Continues To Grow 

To date we have had 159 casesThe two best ways to stop the spread of this disease are to wash hands often with warm water and soap, and to get vaccinated.

The best places to get vaccinated are:

  • Your healthcare provider
  • Kroger Little Clinics and Pharmacies
  • Walgreens
  • Rite Aid

The spring is a very busy and visitor filled time in Louisville.  Help us in encouraging those who work in the food service or hospitality industry to get vaccinated and practice good handwashing.  You can also encourage local employers to vaccinate their employees.  Businesses interested in doing that can contact Dr. Ruth Carrico at the University of Louisville Global Health Center at 502-852-1324. They can pay for and designate vaccine for employees to access at their walk-in clinic, or, if they have 20 or more employees, the clinic nurses can come to their site.
