Give the gift of compassion: Toys for Tots 12-hour Mayor's challenge is today until 7 p.m. 

Drop off new, unwrapped toys at the Holiday in the City ice skating rink on Friday, December 1 from 7 a.m. to 7 p.m. Marines will be on site to assist. City budget balanced for Fiscal Year 2016-17

Louisville Metro Government has ended the 2016-2017 fiscal year with a balanced budget while also growing the “Rainy Day Fund” to $68.9 million, up from $67.9 million, Chief Financial Officer Daniel Frockt announced this week. 

A year-end budget balancing ordinance — sponsored by Councilwoman Marianne Butler — was filed today with Metro Council to close out the year following the annual financial audit.

Final General Fund revenues were $589 million—about $4 million (or 0.7%) more than the most recent forecast of $584.9 million, thanks in large part to 5.3% growth in employee wages throughout Louisville Metro. The additional revenues will be used for appropriations in the public safety realm, primarily in LMPD (largely due to overtime, which was expected as the city put more resources into crime fighting) and Metro Corrections (due to an increased inmate volume). 

In addition to maintaining the city’s balanced budget and high credit ratings, fiscal year 2016-17 saw the highest investment levels in street paving and public safety, the opening of the South Central Regional Library, and the restoration of historic City Hall and Metro Hall. “The revenue strength reflects both job and wage growth which has allowed the city to execute its strategic plan, especially with regard to investments in public safety and infrastructure,” Frockt said.

The proposed ordinance does not include any new appropriations or budget reductions to bring the city in balance. As with all years, it will reconcile accounting adjustments in concert with the final budget totals. Looking ahead, Frockt stated that he does not anticipate any mid-year ordinance adjustment for fiscal year 2017-18 (Metro’s current fiscal year) and that the city will need to be mindful of a potentially larger pension bill from Frankfort in fiscal year 2018-19.

2017 Louisville Metro Health Equity Report Released

The 2017 Health Equity Report is designed as a tool for policy makers and residents to better understand how they can create more equitable policies and practices, and it examines the history of Louisville and how our past has influenced our present.  The report shows the demographics and diversity of the city's residents, noting, for example that Louisville's population is growing and becoming more diverse. It reviews 21 health outcomes such as infant mortality, homicide and heart disease, and examines 11 root causes for those outcomes, ranging from food systems to neighborhood development.  These health outcomes are arranged in the order of the life course, from infancy through old age, to demonstrate how root causes have different impacts at every life stage and can have cumulative effects over time.Click here to view the report.

TARC seeks student artists for Design-A-Bus contest

TARC and Brightside are partnering for the 19th annual Design-a-Bus contest.  The winning artwork by schoolchildren will be featured on a bus that will travel in the Republic Bank Pegasus Parade on Thurs., May 3, 2018 and on TARC routes throughout the metropolitan region following Derby festivities. This year, students are being asked to submit artwork focusing on key Brightside initiatives including daffodil and other plantings in public spaces, volunteer community  clean-ups,  litter abatement, and making Louisville overall a more clean, green city. Center for Neighborhoods is accepting applications for Neighborhood Institute Spring 2018 through January 12

The Neighborhood Institute is open to all neighborhoods, Metro Council Districts and the whole community. There is no charge to attend.

The Neighborhood Institute is a neighborhood leadership-education program established in 1987 by the Center For Neighborhoods, a non-profit civic organization. The Neighborhood Institute equips neighborhood leaders with the resources necessary to effect positive change by acting through and with their neighborhood groups.

Part of the Neighborhood Institute curriculum includes a self-directed project in the community. Through the class projects, people become engaged in the community as they branch out and apply the information and knowledge from the class to real life situations.

December 2 - Light Up Newburg holiday celebration at Petersburg Park

Metro Louisville will continue the celebration of the holiday season when Councilwoman Barbara Shanklin invites District 2 residents to Newburg-Petersburg Park for this year’s “Light up Newburg”, on Saturday, December 2nd. “The people of District 2 always enjoy and look forward to the holiday season,” says Shanklin.  “We have some fun activities planned but more importantly this event is a reminder of the wonder of the holidays.”    “Light up Newburg” will be held from 6 to 8 p.m.  Newburg-Petersburg Park is at the corner of East Indian Trail and Petersburg Road.  Santa Claus will be on hand to hear children’s holiday wishes for Christmas.  There will be holiday music and refreshments. This year, Kosair Charities has joined in the fun by helping bring gifts and holiday cheer to children of the area. “We have music and fun planned as a way to offset the hectic hustle and bustle of this time of year,” says Shanklin.  In the event of inclement weather, the holiday fun will move inside the Newburg Community Center.

December 2 and 3 - 41st annual Old Louisville Holiday Home Tour

The 2017 Old Louisville Holiday Home Tour is Saturday, December 2nd and Sunday, December 4th from 12:00pm to 6:00 p.m. each day. The Tour covers the square block that lies between Magnolia and Hill, and 4th and 6th Streets and includes St. James and Belgravia Courts. 

Day-of tour tickets can be purchased at the Historic Old Louisville Visitors Center in Central Park, 1340 S Fourth Street, and online for $30. In collaboration with the Conrad Caldwell House Museum a discounted $50 combination ticket for the Holiday Home Tour and the Victorian Tea, held at the Conrad Caldwell House Museum, is being offered as well.

December 2 and 3 - The Flea Off Market at Art Sanctuary

Leaf drop-off extended to December 9 for Meriwether site

Louisville Metro residents not mulching autumn leaves into their lawns or putting them out in reusable or compostable containers for curbside collection have the option to dispose of them at one of three drop-off sites through December 2.  While leaf drop-off service ends this Saturday, December 2 at two locations, it has been extended an additional week to December 9 at the Public Works Waste Reduction Center, 636 Meriwether Avenue. The Public Works Waste Reduction Center is open Tuesday through Saturday from 9 a.m. to 3 p.m. Only loose leaves will be accepted, and containers used to bring leaves must be disposed of off-site by residents. The two leaf drop off sites operating through December 2 are: Public Works Yard, 10500 Lower River Road (enter from Bethany Lane), Saturday, 9 a.m. to 3 p.m. Public Works East District Operations Center, 595 Hubbards Lane, Saturday, 9 a.m. to 3 p.m.

December 11 - Metro Council to begin review of District 21 applicants

President David Yates (D-25) has called a special meeting of the Metro Council’s Committee of the Whole for Monday, December 11th at 4 p.m. to interview the 19 candidates who have applied for the vacant District 21 Council seat. 

The meeting will take place in Council Chambers, on the third floor, Historic City Hall at 601 West Jefferson Street.

“Each candidate will have an opportunity to present themselves to Council Members and explain why they would be the best choice for filling this vacant Council seat,” Yates said. “The Council will have a chance to ask questions and learn more about the candidate’s goals for serving the district.”

The Jefferson County Attorney’s office is in the process of reviewing the applications to see if the applicants meet the qualifications to hold the office.

The Council is moving forward with the process to ensure District 21 residents have their own representative at the earliest possible date.

President Yates plans to call for a vote on filling the vacant seat during the December 14th regular Metro Council meeting.

December 13 - Public Meeting regarding a zoning change for 719 Lynn Street, the former Swiss Hall

Against the Grain Brewery plans to submit a development proposal to request a zoning change for 719 Lynn Street. Also known as Swiss Hall, Deputy Sheriff's Lodge 25 is now zoned R-5, with a proposed change to C-2. This 2.67-acre lot includes a one-acre parking lot, one acre of green space, and three buildings. Against the Grain proposes repurposing existing structures to create a venue with banquet hall, small bar with pub fare, outdoor beer garden with food and a small microbrewery. 

The meeting will be Wednesday, December 13 at 6 p.m. at 719 Lynn Street. This site is in neighboring District 15. 

Against The Grain plans to keep its brewery and smokehouse at Slugger Field and its production facility in Portland.

How to file a damage claim with MSD

From MSD: Property Owners may file damage claims by calling MSD Customer Relations at 587-0603. They will need to reference the Camp Taylor Sewer Project, provide their name, address, phone number, and a brief description of their damage claim. 

MSD will then forward the information to our contractor for them to investigate and render a decision on the claim in writing to the property owner. Additional information may be required such as receipts or photos as applicable. If the contractor denies responsibility for the claim, the property owner may appeal the decision by contacting MSD Customer Relations again and request that the claim be evaluated by MSD.

MSD and our field representatives will monitor and track the claim progression to make sure the contractor is responsive.

Lead is a major health problem and has been found in homes in almost all areas of Metro Louisville. Even exposure to low levels of lead can permanently affect children. Louisville Metro Government wants to know more about electric vehicles and the people who drive them.

Do you drive an electric car? Take an online survey of electric vehicle ownership and/or use in metropolitan Louisville. As part of the survey, respondents will be asked to suggest spots where they’d like to see more electric-vehicle charging stations placed in the community. Discounted Recycle Carts still available for $25 for District 10 residents - now in two sizes

The discounted recycle cart program has been re-instituted by Councilman Mulvihill and now offers two sizes: the 95-gallon carts and smaller 64 gallon carts.  The photos at left show the sizes (64 gallon on the left).

The carts normally cost $50, but Councilman Mulvihill has made them available for residents of District 10 for a reduced cost of $25. Please call 574-1110 or email us for the form. The reduced cost recycle carts will be available on a first come first served basis until the funds are depleted. This offer is available to urban service district residents.

Citizens may provide an anonymous tip:  By phone call to 574-LMPD (5673) By text to the 274637, or CRIMES. Just type LMPD, plus your tip Online by clicking here Cell phone numbers are encrypted before they get to police, making tips virtually impossible to track. The anonymous texting feature allows people with tips to communicate with police in near-real time. Text tipsters can also collect rewards for significant information: it's done with the cooperation of banks that hand over the cash -- no questions asked -- to people who present a code issued by police.

Kentuckiana Builds offers free training and job placement 

Kentuckiana Builds can prepare you for a quality profession like electrician, carpenter, fiber optic installer, welder and many more. Not only can we equip you with the hands-on skills you'll need for the job -- we can put you in contact with local employers who need those skills and are hiring. Eligibility requirements include being at least 18 years old, eligible to work in the U.S., and having a valid driver's license and high school diploma or GED.  The next Kentuckiana Builds Orientations, at Louisville Urban League, 1535 W. It's not a secret - Homeowner Repair Program here to help eligible homeowners

Develop Louisville - Office of Housing and Community Development's Homeowner Repair Program may not be well known, but it's here to help. 

While some programs are available only to homeowners in the Russell, Shawnee or Portland neighborhoods. several are are accessible to eligible homeowners throughout Louisville Metro, including the Emergency Repair Program. Household must be at or below 80 percent AMI (Area Median Income) to be eligible to receive up to $5,000 toward emergency repair costs. Eligible costs include replacement or repair of major interior mechanical systems such as furnaces and water heaters and exterior health and safety issues such as gas and water line leaks and electrical wiring. Homeowners must continue to reside in the home as the owner occupant for a minimum of one year after work has been completed.

Use the latex paint recycling program

Louisville Metro Solid Waste and Habitat for Humanity's ReStore accept partial cans of residential latex paint for recycling. The collected paint is reblended for sale in Habitat ReStore locations in Louisville, and money raised is reinvested in our community to create affordable home ownership opportunities.  Note: paint must be latex only, and in usable condition. If the paint can is rusted shut, or if it doesn’t have a label, it will be declined. Drop off latex paint during business hours at the following locations:  Louisville Metro Staffed Recycling Centers, open Tuesday through Saturday 10 a.m. to 5 p.m. at: 595 Hubbards Lane, 7219 Dixie Highway and 7201 Outer Loop.  Habitat for Humanity ReStore locations at 2777 S. Floyd Street, 4044 Taylorsville Road, and 1631 Rowan Street. For hours, visit louisvillerestore.com/.  Note: any paint that is oil based or requiring paint thinner for cleanup is considered a hazardous material and should be taken to the HAZ BIN at 7501 Grade Lane, which is open Wednesdays and Saturdays from 9 a.m. to 3 p.m.

Homeowner’s insurance does not cover flood damage

Even if you don't live in a floodplain, you can still be at risk. More than 20 percent of all National Flood Insurance Program flood insurance claims are from areas outside the mapped high-risk areas. Just a few inches of water from a flood can cause tens of thousands of dollars in damage. Talk to your insurance agent or go to www.floodsmart.gov.
