 This week Oct. 23- Oct 29, is National Lead Poisoning Prevention Week. Develop Louisville's Office of Housing & Community Development, which administers the Lead Safe Louisville Program, would like to provide some lead poison prevention information.
Louisville Metro Develop Louisville’s Office of Housing and
Community Development (OHCD) is the recipient of a $2.9 million grant, through
the U.S. Department of Housing and Urban Development (HUD), for reducing lead
based paint hazards in homes in our community. This grant provides assistance
to qualified homeowners identifying lead hazards within their property and the
financial assistance to alleviate those hazards. This ensures all homes are
lead-safe for all of its occupants.
Lead is a major health problem in
areas with a high concentration of homes built before 1978 and has been found in
homes in almost all areas of Metro Louisville. Even exposure to low levels of
lead can permanently affect children. Lead poisoning can cause
nervous system and kidney damage, learning disabilities, speech problems,
behavioral problems, hearing damage, decreased muscle and bone growth, seizures
and even death (with extended exposure to lead and high
blood lead levels). Lead also
affects the health of adults. High lead levels in adults can cause high blood
pressure, digestive problems, nerve disorders, muscle and joint pain, memory
and concentration problems, fertility problems and harm to a fetus.
Lead enters the body through the mouth or nose; it is not absorbed
through the skin. Lead poisoning is not easy to detect; the only way to
know if you have lead poisoning is to get a blood test from your doctor. Many people
mistake the symptoms of lead poisoning for other common illnesses, such as a
cold or the flu, and sometimes no symptoms occur. Some of the early signs and
symptoms of lead poisoning in children can be:

Persistent tiredness or hyperactivity
·
Irritability
·
Loss of appetite
·
Weight loss
·
Reduced attention span
·
Difficulty sleeping
·
Constipation
It is important to raise the
awareness of the dangers of lead and let people know that there are resources
for help. Lead dust, which is invisible to the eye, can especially be found in
window troughs and sills, on baseboards, doors and door jambs, floors and bare

 Walking around
Downtown Louisville the last weekend in October will be particularly intriguing
thanks to “The Crane on Main” and the Louisville Downtown Partnership’s (LDP)
Alley Gallery Walking Tour. Main Street will be completely closed to automobile
traffic from First to Second Street due to the “Crane on Main,” but Main Street
sidewalks will be open for pedestrian foot traffic and all Whiskey Row bars and
restaurants will be open for business. Beginning on Friday at 6:00 p.m., lane
closures will start at South Preston Street, with cars being detoured at Brook
Street. Main Street is expected to reopen by 5:00 a.m. on Monday, Oct. 30th.
A tower crane – which requires an assist crane -- was installed in the Old
Forester Distillery project on Main Street in 2016 and required the same
closure. The Old
Forester Distillery project is slated to open in spring of 2018.
In addition to the “Crane on Main,” Duluth Trading Company will be holding
their “soft grand opening” that weekend in advance of their official Grand
Opening on Thursday, Nov. 2nd.
Alley
Gallery Walking Tour
The work of local artists will also be featured in a 90-minute walking tour
with Mayor Fischer and Councilwoman Barbara Sexton Smith from 2 – 3:30 pm. The
pedestrian tour of Alley Gallery doors will begin at Fourth Street Live! and
end in the lobby of the Aloft Hotel at the corner of First and Main Streets
across from Whiskey Row. “Participants can appreciate great local art in hidden
places on the Alley Gallery Walking Tour, and then stop by one of Whiskey Row’s
fine restaurants and bars to enjoy “Louisville’s hometown bourbon,” check out
the giant assist crane in the middle of Main Street, and stop in Duluth Trading
Company to experience their soft grand opening,” Matheny added.
A total of 70
doors have been installed thus far, 35 of which will be featured on the tour.

 Louisville Metro residents not mulching autumn leaves into their lawns or putting them out in
reusable or compostable containers for curbside collection will have the option
to dispose of them at one of three drop-off sites beginning November 7.
Metro Public Works is offering a free leaf drop-off
service November 7 through December 2. Drop-off will not be available on
November 23 and 24 in observance of the Thanksgiving holiday. Only loose leaves
will be accepted. Containers used to bring leaves to the drop-off sites must be

LIHEAP, the Low Income Home Energy Assistance Program, is a federally-funded
program that provides financial assistance to help eligible, low-income
households meet their home heating needs. LIHEAP vendors are defined as any
business that supplies energy, such as rental facilities where utilities are
included in the rent, or provides home heating fuel to individuals applying for
the LIHEAP program. Examples of home heating fuel include oil, kerosene,
propane, bottled gas, wood, electric or natural gas.
Vendor paperwork will provide information about changes in the LIHEAP
program this year and the LIHEAP staff members are happy to address any
questions. Vendors who participated in the 2016-2017 program should receive a
packet in the mail to update records for this year’s participation.

 Between 2004 and 2012, research found that Louisville lost the equivalent of 54,000 trees every year, and this alarming trend is set to continue unless actions are taken to replenish many of the trees we are losing. Trees provide cooling shade for our city, improve air quality, reduce heating & cooling costs and improve property values. Approximately 70% of available space for tree planting is privately owned, which means that homeowners can play a big part in helping to rebuild Louisville’s tree canopy!
TreesLouisville, in partnership with the Louisville Metro Division of Community Forestry, is currently running a Tree Rebate Program as an incentive for homeowners to plant more trees. The Tree Rebate Program is open to all residents of Jefferson County. Through the program, participants can earn a rebate of 40% (up to $80) on the purchase of a shade tree. Rebates will be awarded on a first-come, first-serve basis until funds run out.

 Louisville Metro Government wants to know more about
electric vehicles and the people who drive them.
On Friday, the city’s Drive Clean Louisville Team is using
the 2017 Sustainability Summit to launch an online survey of electric vehicle
ownership and/or use in metropolitan Louisville. Drive Clean Louisville – a
collaboration of the Mayor’s Office, the Metro Office of Sustainability, the
Air Pollution Control District, and the Metro Office of Performance Improvement
& Innovation — will use the data to help make Louisville an easier place to
own and use an electric vehicle (EV) as the technology becomes more and more
widespread. As part of the survey, respondents will also be asked to suggest
spots where they’d like to see more electric-vehicle charging stations placed
in the community.
As use of electric vehicles continues to grow, Louisville
needs to be ready for them, added APCD Environmental Coordinator Torend
Collins, who helped develop the survey.

The USDA Natural Resources Conservation Service, through
their EQIP Program, is taking applications for Seasonal High Tunnel Systems
that allow for extending the growing season of vegetable gardening
operations. These plastic covered
systems are efforts by USDA and the Jefferson County Soil & Water
Conservation District to increase the seasonal production of locally grown
fruits and vegetables. The Soil and Water Conservation District received a
grant to help support the USDA effort by extending this opportunity to urban
