Public Comment Period for New Fare Collection System Begins
In December 2016, TARC selected SPX Genfare, a new vendor, to
implement an innovative Automated Fare Collection System (AFCS). The new system
will replace the farebox that has been used on TARC buses for the last 25
years.
Starting today, TARC will be collecting public comment on a
proposed fare collection policy. There will be many ways to comment including
eight (8) public meetings hosted by TARC where attendees are invited to provide
feedback.
The new fare collection system will allow passengers to pay for
their rides with the tap of a smartcard as they board a TARC bus. Fares will
not increase and cash – exact fare – will still be an option for payment.
The new smart cards will replace all paper products - tickets,
passes and paper transfer slips throughout the system, except on TARC3.
Electronic transfers between routes will be available after launch.
Passes purchased under the new policy will be activated after the
first use, unlike current passes which are activated on specific calendar
day(s). TARC also plans to offer new products like the 7-day pass with the new
system.
The TARC3 paratransit service will not be part of the initial
system change, but is expected to be phased in at a later time.
TARC has planned Open Houses in various communities to gather as
much public comment as possible. Below are meeting locations, times and dates
and other ways to comment on the fare collection system and policy for those
who cannot attend.
“Now is the time to weigh in and have your voice heard while the
system is being designed,” says Executive Director Barry Barker. “We’ll
continue to provide information as work progresses and decisions are made.”
Details about the plans, including a draft of the fare policy that
will govern the new system are available at ridetarc.org. Comments will be carefully
reviewed and considered by the TARC Board of Directors before the new fare
policy and other fare collection system decisions are finalized.

As one of the longest and busiest highways in Metro Louisville,
Dixie Highway is often the site of maintenance work and upgrades. It can be
confusing to keep track of the different projects – and understand how they
relate to each other.
Here’s a quick rundown:
The New Dixie Highway Project: The New Dixie Highway Project is one of
the major improvement projects along Dixie Highway, but construction has not
yet begun. Work will start this fall.
The New Dixie Highway Project is funded by a $16.9 million federal “TIGER”
Grant, over $12 million in state funds, and over a half-million dollars in
local funds. Some improvements will run nearly the entire length of Dixie
Highway in Louisville, but the biggest changes will be in a four-mile stretch
that includes the Watterson Expressway interchange south to Greenwood
Road.
The New Dixie Highway Project will include new or improved medians to better
restrict dangerous left turns, signal improvements, and a Bus Rapid Transit
Line that will provide the first “faster than express” bus line to the
Louisville area. As part of the Rapid Transit Line improvements, there will be
improved bus stops, safer sidewalks and better crosswalks for bus riders and
pedestrians at many locations.
Watterson Expressway Interchange Straightening: A contractor
has been chosen and work will begin soon on an $800,000 project that will include
an improved I-264 (Georgia Powers Expressway) westbound ramp to northbound
Dixie Highway into Shively. This will alleviate the long-standing problem of
merging north onto Dixie Highway from a short exit ramp. It will also include
some sidewalk improvements on the east side of Dixie Highway.
Riverport Circulator Project: Meanwhile, TARC has received an additional $2.5
million grant to launch a Riverport circulator bus route that will better
connect the jobs and companies at Riverport with popular bus stops along Dixie
Highway.
Realignment for 18th Street at Broadway: Plans are being finalized for
the realignment of 18th Street at Broadway. The project will connect 18th
Street in a straight line across Broadway. This work is being coordinated with
the YMCA, Passport, and Brown Forman. This $1 million construction
project should begin in early 2018 and be complete by fall of 2018.
Resurfacing project between the County Line and Flowervale Lane, near the Gene
Snyder. This resurfacing project was completed a couple of weeks ago. The
project was important maintenance work for this section of Dixie Highway.

MSD wants you to know that anyone in Louisville Metro can
purchase flood insurance and even though flood insurance isn’t always required,
people outside the mapped floodplain can still be at risk. Over 20% of all National Flood Insurance
Program flood insurance claims are from areas outside the mapped high-risk
areas. Just a few inches of water from a flood can cause tens of thousands of
dollars in damage. Protect yourself and
your home by calling your insurance agent to learn more about flood insurance or
by going to www.floodsmart.gov.

Louisville has a new Farmers Market Association (LFMA). The
purpose of the new association is to support farmers markets, farmers and local
food producers to promote access to a healthy and sustainable food system. LFMA
does this by providing assistance such as marketing, financial advisement,
vendor and volunteer recruitment to increase the capacity of farmers
markets. It also helps to facilitate better access to healthy fruits and
vegetables for everyone by helping the markets support SNAP (food stamps)
participants through the Double Dollars Program and Free EBT Equipment and seniors
through the Senior Farmers Market Nutrition Program.
There is also now a new Guide to Local Food Resources that
provides a map and list of all of Louisville’s farmers markets, Fresh Stop
