Thank you for subscribing to the D9 eNews.  This is the 102nd edition since I took office in January 2015.  The subscriber base continues to grow and now includes 3,925 email addresses.

Snow: Sidewalks and Streets

Clear Your Sidewalks

With snow in the forecast for today, here’s some information about snow removal. 

Regarding sidewalks,  persons and corporations owning or occupying property abutting a public street are required to clear the sidewalks within 24 hours.  The snow is to be placed either on private property or in the public driveway at a distance not less than 12 inches from the curbing of the sidewalk. In no event shall the snow be so placed as to obstruct the free passage of water in the gutter or in the direction of any sewer or catch basin. Failure to comply can result in a $25 to $100 fine.  Because some folks may need assistance with meeting their obligations, I encourage residents to be aware of neighbors who may need help with snow removal.  Reach out and provide a helping hand. You will benefit your neighbor, pedestrians who use the sidewalk, and yourself as you give service - and keep D9 walkable.

Snow removal on Metro-maintained streets is done by a 300-member snow team which uses 160 pieces of equipment to clear 1,362 miles of road.  Snow routes include arterials,  the major commuting paths through the city, streets that run between and feed traffic onto arterial roads and connections to major local employers, hospitals, schools  and emergency routes. Tax Preparation Appointments Available

My office is partnering with the Louisville Asset Building Coalition (LABC) to provide FREE tax preparation services again in 2017. The service is FREE if you earned $55,000 Adjusted Gross Income (AGI) or less in 2016 or if you qualify for the Earned Income Tax Credit (EITC). Call the office today to see if you qualify and make your appointment! Appointments are available on Fridays (February 3, 17, March 10, 24, and April 7) between 9:15 a.m. – 3:00 p.m. Please call the office at 574-3908 to make an appointment.                                       

Do you instead file your own taxes? Through the LABC website there are two options to self-file online. The “Turbo Tax Freedom Edition” is available if you have $31,000 or less in income. The software has a well-designed interview process that guides you through the process of making decisions about your filing status, inputting your income and making decisions about deductions and tax credits for which you may qualify. The other option is “My Free Taxes”, which is available if you make $62,000 or less. This program is developed by H&R Block and uses an interview process. LWC and MSD Story Avenue Joint Utility Project

Story

Louisville Water Company (LWC) and the Metropolitan Sewer District (MSD) are teaming up to efficiently install utilities along Story Avenue between the MSD Pump Station near Brownsboro Road and Frankfort Avenue. LWC will be replacing approximately 1,100 feet of 100+ year old 20-inch cast iron water main with a new 8-inch ductile iron water main. For MSD, this is part of the Clifton Heights CSO Basin Project to reduce sewer overflows in the area during rain events.

LWC plans to begin the project as early as Monday, January 9, 2017. During the construction duration, parking on both sides of Story Avenue between the MSD Pump Station and Frankfort Avenue will be restricted in the work area. There will continue to be one lane of traffic throughout the construction period, but the lanes will shift based on the work area. The project is slated to be completed by August 2017.

Cones, signage and other construction safety measures will be in place, but please use extreme caution while driving along this stretch.

Sustainability Story: Electronics Recycling

Recycle Electronics

If new electronics such as televisions and computers arrived in your home during the holidays, don’t relegate the old devices to the garage or basement never to be used again. Let Metro Public Works recycle those newly obsolete electronics instead.

Free post-holiday electronics drop-off service is available at our Waste Reduction Center at 636 Meriwether Avenue. Drop-off will be available from 8 a.m. to 3 p.m. on these three Saturdays: January 7, January 14 and January 21.

The special holiday promotion is in addition to our regular year round electronics recycling program. Details on the regular program are available on our website at https://louisvilleky.gov/government/public-works/electronics-recycling.

Axis on Lexington Rapidly Progressing

Work is progressing rapidly on the Axis on Lexington Apartments on Lexington Road, across from Distillery Commons and Headliners Music Hall.   The complex features 300 contemporary apartments as well as a saltwater pool, pet park, fitness center, structured and surface parking, and secured bicycle parking.  Comprised of three, five-story buildings, the complex  is being developed by Cityscape Residential, an Indianapolis-based developer.  Rents range from $889 - $1739 per month.

Pre-leasing is underway and the first tenants are expected to move in by mid-January.  The project is expected to be completed in July.  More information about Axis on Lexington is here: http://www.axislouisville.com/

Help LMPD Fight Crime

LMPD

LMPD needs your help to catch people committing crimes.  Many of these crimes occur in a short time.  Your call can put a police officer in the right place at the right time.  Please make sure you report any suspicious activity you observe. 

The LMPD 5th Division has a new email address, 5thdivlmpd@louisvilleky.gov, that is monitored by the 5th Division Command Staff and District Resource Officers.  If you would like to contact LMPD about issues in your neighborhood, this is a great way to connect. 

In an emergency, always call 911.  If you don't feel it is an emergency but you would like to report it to the police, you can always call the non-emergency line at 574-7111.  After you hear a recorded message, you can press 5 and it will go straight to a call taker. It will be entered in as a run to be dispatched and the next available officer will be sent to the area. Call 574-LMPD (5673) to report crime tips.

Metro Syringe Exchange Sites

Louisville Metro Syringe Exchange Program uses a proven practice to reduce the spread of HIV and blood-borne diseases in people who inject drugs. Register Your Rental Property by March 1, 2017

Rental Registry

Effective March 1, 2017, all property located in Louisville Metro and occupied or offered for occupancy in exchange for money or any other consideration must be registered with Louisville Metro Government. Failure to register is subject to a fine up to $100 per day per housing unit.

Registration must include the rental unit street address along with current contact information of the owner and managing operator.

New owners must register within thirty days of any ownership transfer. Any change in contact information must be updated on the registry within thirty days of said change.

Crisis Phase of Low Income Home Energy Assistance Program (LIHEAP) Begins Jan. 9

The annual program that helps prevent low income residents of Louisville from being disconnected from utility services begins Monday, Jan. 9, 2017.

LIHEAP, the Low Income Home Energy Assistance Program, is administered by Louisville Metro Department of Community Services. The Crisis Phase of LIHEAP will run from Jan. 9 - March 31, or until available funds have been expended, whichever comes first.

Residents wishing to apply must make an appointment in advance utilizing the new, automated appointment system. The toll free service is now available twenty four hours a day, seven days a week.

The caller can follow the prompts to get the information needed and/or to schedule an appointment if available.  The system provides a confirmation number indicating that an appointment was successfully scheduled.

  • Choose the desired location for your appointment (the six office locations are listed below.)
  • Choose a date/time for your appointment
  • Record your name – say and spell your first and last names slowly and clearly
  • Enter a contact phone number
  • Enter your 12-digit LGE account number (if applicable)
  • Enter the last four digits of your Social Security number and date of birth
  • Receive your appointment confirmation number (have pen/paper ready)
  • Appointment details (location, date and time) will be repeated
  • List of documents to bring to the appointment will be given

Applicants must be Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $2,633.00).

For the Crisis Component, clients must meet the criteria listed above and be in a crisis situation involving imminent loss of energy including one of the following:

  • Must have received a brown bill, disconnection notice from their utility service provider, or
  • Must have an eviction notice if their utilities are included in the rent, or
  • Have four or fewer days’ worth of fuel oil, propane, kerosene, wood or coal available, or
  • Must be within ten days or less of running out of prepaid electric service.

All LIHEAP offices will be closed on Mon. Jan. 16, 2017 in observance of Martin Luther King, Jr. Day.

The following documents must be presented at the time of the LIHEAP appointment:

  • Disconnect Notice (brown bill from LG&E), or eviction notice if heating expenses are included in the rent. If heat is included in rent, clients must also provide a copy of the lease in addition to the eviction notice. 
  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income. Note: Zero Income forms are available at the Community Services office at 701 W. Ormsby Ave., Suite 201 or by clicking here.)
  • Social Security card(s) or official documentation with Social Security numbers or Permanent Resident Card (Green Card) for everyone living in the household.
  • Please bring the account number and name on the account for main heating fuel sources and electric.

Benefits provided by this program are paid directly to the applicant’s heating vendor.

Individuals who are unable to apply for this program in person may send a representative on their behalf with a note including the applicant’s signature and phone number. Residents who are homebound and who are unable to send a representative may call 502/780-7937.

LIHEAP applications will be completed at the time of the appointment at one of the six locations listed below.  Please note that 810 Barret Avenue is closed and is not a location this year.
