Eastern Parkway water main replacement
From Louisville Water:
The next phase of operation will require us to close Eastern Parkway from Bardstown Road to Willow Avenue. It is anticipated that either all or a portion of all four lanes will be closed from January 9 to January 16. The location of the main and the size of valves that will be installed will dictate how many lanes will be closed and for how long. This is necessary to assure the safety of the public and our crews.
Willow Avenue from Eastern Parkway to Alexander will remain closed. It is still on schedule to open February 10. The detour directs motorists traveling east on Eastern Parkway to turn left on Bardstown and right on Grinstead.
On a positive note, we will not be closing the intersection of Eastern Parkway and Bardstown Road and the slip-lining is over 50% complete.

Neighborhood Institute seeks District 10 participants
Center For Neighborhoods is happy to announce the 30th Anniversary Class of Neighborhood Institute!
The Neighborhood Institute is a leadership education program designed to equip neighborhood leaders with skills and resources needed to initiate positive change in the community through their neighborhood, homeowner, and condo associations.
Classes meet every Thursday, 6 to 8:30 p.m. at Center For Neighborhoods Offices - 507 South Third Street, for 12 consecutive weeks (January 26 – April 13), followed by a Graduation Celebration. Dinner is provided each week. There is no charge to attend, but space is limited, and advance registration is required. Applications will be accepted through January 13.
The Neighborhood Institute Spring 2017 is open to all neighborhoods, Metro Council Districts, and the whole community. District 10 residents are encouraged to apply.

Head down to Gorilla Forest and wish gorilla Helen a happy birthday! This is an important birthday in the Association of Zoos and Aquariums (AZA), the accrediting body for zoos in North America. Helen is the fourth oldest known gorilla in the North American population. Helen was wild born so her birth date is estimated. The median age for Gorillas in managed systems is 38.3.
Noon, Glacier Run: Qannik’s 6th birthday
Watch as Qannik (whose cub photo graces our newsletter) celebrates her birthday with cake and special birthday enrichment toys. Qannik was rescued from the wild after being found on Alaska’s North Slope in 2011, separated from her mother and sibling. She is a great ambassador for her species and arctic conservation. Her exact birthdate is unknown but officials from the USFWS assigned Jan. 10 as her birthday. Each year the Zoo celebrates on the Saturday closest to that date.

New syringe exchange site opened
In partnership with Volunteers of America, Louisville Metro Public Health & Wellness is opening a new community syringe exchange site on Tuesday, December 20. It will be at Redeemer Lutheran Church, 3640 River Park Drive and open every Tuesday from 9 a.m. to noon.
The existing syringe exchange sites are:
- Inside LMPHW at 400 E. Gray Street (Monday – Saturday)
- 1455 Bicknell Avenue (corner of Bicknell and Taylor), Wednesdays from 11 a.m. to 2 p.m.
- Lake Dreamland Fire Station, 4603 Cane Run Road, Thursdays, from 11 a.m. to 2 p.m.
The number of participants to the syringe exchange program continues to grow. LMPHW is making an impact at stopping the spread of diseases, connecting people to medical and treatment services, and keeping used needles out of Metro streets and neighborhoods.
Don't leave your car running and unoccupied
A warning from the Louisville Metro Police Department:
Officers will issue a citation to the owners of any vehicles that they observe running and unoccupied.
First, it's against the law. It's also risky, as it makes it easy for a thief to drive away with your vehicle. Thefts from vehicles, and thefts of vehicles have increased, so be vigilant.

RiverLink transponders have sold out but drivers registered at riverlink.com can still get the lower rate
While RiverLink transponders are out of stock at the moment, if drivers have a prepaid account set up at riverlink.com, they will pay the lowest rate until those transponders arrive.
RiverLink local transponders are free (one per registered vehicle) and more than 140,000 have been distributed so far. The RiverLink E-Z Pass transponder is $15 and may be taken from vehicle to vehicle.
To set up an account, drivers will need to provide a vehicle's make, model, year, color and license plate number. Personal accounts may be set up at the below service centers, www.RiverLink.com, or by calling 855-RIV-LINK. To open a commercial account, businesses are encouraged to call 855-RIV-LINK.

Rental registry for rental properties in Metro Louisville is now up and running online
Effective March 1, 2017, all property in Louisville Metro and occupied or offered for occupancy in exchange for money or any other consideration must be registered with Louisville Metro Government. Registration itself is free and the information required includes the rental unit street address along with current contact information of the owner and managing operator.
New owners must register within thirty days of any ownership transfer. Any change in contact information must be updated on the registry within thirty days of said change.
Registration is FREE but requires an account with Develop Louisville. Click the links below to establish an account and access the registry, or to get detailed information and instructions on registry requirements.

The need for the Rental Registry was prompted after concerns were raised by code enforcement inspectors, citing the difficulty in finding people responsible for problem properties. Currently, some listings have only a post office box number or LLC as contacts in the event of a violation.

Low Income Home Energy Assistance Program (LIHEAP) continues with Crisis Phase
Some Louisville residents at risk of being disconnected from utility services due to financial hardship can now apply for aid through the Low-Income Home Energy Assistance Program – or LIHEAP. The program provides funding directly to utility companies for qualifying residents living at or below 130 percent of the poverty line. A family of four must earn less than $2,600 in gross monthly income to qualify.
The Crisis Phase of LIHEAP will run from January 9 to March 31, or until available funds have been expended, whichever comes first.
Residents wishing to apply must make an appointment in advance utilizing the new, automated appointment system.

Find a new friend at Louisville Metro Animal Services
Louisville Metro Animal Services kicked off its Pay-it-Forward adoption event recently. Thanks to Friends of Animal Services who donated $1,000 to LMAS, they were able to award 50 free adoptions for cats and large dogs. They asked their adopters to pay it forward so they could keep the free chain going. On Tuesday, $625 was donated, meaning LMAS will be able to provide about 30 additional free adoptions.

Start Fresh! class to help people who don't use a bank get involved
Bank On Louisville's Start Fresh! is a free workshop for people who with negative (non-fraud) banking histories, are in ChexSystems, or are banking for the first time.
It will help participants gain new information and tools to use second chance or new checking accounts, think about their relationship with money, and plan how they will make mainstream financial services work for them. TARC and TreesLouisville, Inc. are partnering this year for the 18th annual Design-a-Bus contest, featuring artwork by schoolchildren throughout Louisville and Southern Indiana.
This year’s artwork will highlight the theme “Trees Louisville” to draw attention to the need to plant trees for a more livable and healthy community now and for future generations.
The Design-a-Bus contest is open to all elementary and middle school students in Jefferson, Oldham and Bullitt counties in Kentucky and Floyd and Clark counties in Southern Indiana. Twelve winners will be chosen to have their posters displayed on a TARC bus, and winners and their adult guests will be invited to participate in the Republic Bank Pegasus Parade on Thursday, May 4 celebrating their victory. Artwork becomes the property of TARC.

West Louisville Wal-Mart petition
Thousands of West End residents have to take their money out of the community. In fact, a four-month study commissioned by OneWest — a nonprofit dedicated to economic development in the area — estimates about $217 million in retail spending flows elsewhere.
Reverend Kirk M. Bush of Harrods Creek Baptist Church started a petition asking Wal-Mart to reconsider its decision to cancel the planned supercenter development at 18th & Broadway.

ATT Access to provide low-cost internet plans to eligible households
Due to recent actions by the Federal Government, Internet Service Providers are starting to offer low-cost internet plans to eligible households.
The plan, called "AT&T Access," costs between $5 and $10 a month for a home network and modem with no installation or activation charges, and it is available to residents that have at least one member in their household enrolled in the SNAP program.

Keepers of the Dream Celebration - January 15
Join The Kentucky Center’s ArtsReach program, River City Drum Corp and the Office of Mayor Greg Fischer for Keepers of the Dream, a Community Arts Celebration of Dr. King’s Vision.
The 7th annual Keepers of the Dream, hosted by poet Brandon B Shatter Harrison, will feature presentation of the Mayor’s Freedom Award, ArtsReach Living the Vision Awards, Westerfield Tolbert’s recitation of Dr. Martin Luther King, Jr.’s speech, along with dance, music, and spoken word. The Freedom Award, first presented in 1987, recognizes citizens that have dedicated their lives to promoting justice, peace, freedom, non-violence, racial equality and civic activism.
Performances include ArtsReach Dance and Violin Studios from Chestnut Street YMCA, Shawnee Arts and Cultural Center, WESTEC and West End School. Other featured artists are Natya Kendra Dance Academy, Pennies & Roses, Made New, poet Alexis Meza, liturgical dancers Saved By Grace, and the River City Drum Corp Drum Line.
In addition to the performance and awards ceremony, the lobby will be busting with activity prior to the event pre-show entertainment by Louisville Leopard Percussionists and 13 exhibitors from local organizations. Following the main program, there will be a post-show celebration in the lobby featuring River City Drum Corps.
Urban Farming for Beginners workshop
This month Metro Parks and Recreation will team up with Jefferson County Soil and Water Conservation District to present an Urban Farming for Beginners Workshop at Riverside, the Farnsley-Moremen Landing Visitor Center. This workshop series is intended for those that want to learn how to grow food in their own yard. Workshops will meet every Thursday January 26 through February 23 from 6 p.m. to 7:30 pm.
