 Councilman Mulvihill was on hand for the presentation of Good Works Program Grants funding from the Honorable Order of Kentucky Colonels to Little Sisters of the Poor in District 10 Thursday.
The grant will be used for mattresses and other items for the sisters' St. Joseph's Home for the aged.

 Kindi, the Louisville Zoo's tiniest gorilla, appears to be bonding with surrogate mother Kweli. Kindi's mother, Mia Moja, died giving birth in March, and she has been carefully raised by zoo staff. While Kindi does not currently have scheduled viewing times, zoo visitors might get a glimpse of her in Gorilla Forest. The case is in early stages of the process: The Pre-Application has been submitted and comments from other agencies who have reviewed the request will be consolidated and provided to the applicant. Louisville Metro Planning and Design will then meet with the applicants to go over concerns raised by those agencies.
After that, the applicant may then submit a formal filing to change the zoning for the property. Then another two-week review begins. That cycle continues with revisions and review until all agencies are satisfied. The request then goes to the Land Development and Transportation Committee (LD&T). At that meeting, the LD&T will set a public hearing date with the Planning Commission. The case has been assigned a number: 16ZONE1061, and a case manager, Brian Mabry.
Councilman Mulvihill’s office has received inquiries about
requesting an evening public hearing, since Planning Commission hearings are normally
held in the afternoon. This is done by petition, and such a petition, with 300 qualified signatures, needs to be submitted at least 15 days prior to the Planning Commission hearing.

The applicant intends to construct a storage facility at the former K-Mart property on Poplar Level Road, which is not a permitted use under the current C-1 zoning for such property. The applicant has requested to change the zoning from C-1 to Commercial Manufacturing (C-M) in order to allow for the storage facility use. A public hearing to consider the rezoning application in front of the planning commission is required by state law. At the conclusion of this public hearing, the Commission will deliberate and forward a recommendation to approve or deny the rezoning application to the Louisville Metro Council. If the Commission can’t reach a decision or needs additional evidence prior to reaching a decision, the Commission has the option of continuing the hearing to another date. If the applicant had chosen to maintain the existing use or proposed a change to any other permitted C-1 use for the subject property, then the public process and input would be very limited and
not include a public hearing or require Metro Council approval.

 The "Canoemobile" is
making its annual stop in Louisville on September 30 to October 1, bringing fun
and exploration through free trips for all ages on 24-foot Voyageur canoes on
the Ohio River. The program, locally in its fifth year, is organized by Metro
Parks' Natural Areas Division based at Jefferson Memorial Forest in partnership
with Wilderness Inquiry, Inc. of Minneapolis.
The Voyageur canoes are safe,
stable and can carry nine participants per trip. Safety equipment and trained
staff will be provided. Organizers suggest wearing comfortable outdoor clothing
that can get wet, but no flip-flops. Water coolers will be available, so bring
a refillable water bottle. Food also will be available for purchase.
Pre-registration is not
required, and all trips will be offered on a first-come, first-served basis.
Trips will leave every 30 minutes. All participants must sign a waiver, and those
under the age of 18 must have a waiver signed by a parent or legal guardian.

LIHEAP (Low Income Home Energy Assistance Program) is a
federally funded program that provides financial assistance to help low income
residents pay utility bills. The Subsidy component of LIHEAP begins Nov.
1, 2016.
Pre-registration opportunities will be offered beginning
October 3 for those Jefferson County residents who are on a fixed income, and
who are elderly (age 60 or over) or disabled receiving Social Security, SSI,
pension or Black Lung benefits. These early registration events take
place at 14 community centers and senior centers across the community.

Crews from MAC Construction, contracted by the Louisville Metropolitan
Sewer District, will begin work on a 2.12-mile section of the Louisville Loop
October 3 resulting in closures of the trail for up to a month.
MAC will be working to repair and repave the section of the paved path
stretching from the parking area access path at Riverview
Park to the access point at Bethany Lane.
Some landmarks along the closed section include Riverview Park, Mike
Linnig’s restaurant and Riverside, the Farnsley-Moremen Landing. The project

 Louisville Metro Parks and Recreation is hosting public
meetings during October and November to receive feedback on future
park amenities including dog parks, skate parks and walking/hiking trails.
The meetings will take place once each week for 12 weeks at four
sites: the East Government Center in Middletown; Sun Valley Community Center in
southwest Louisville; the Portland Community Center in the Portland
neighborhood in west Louisville; and the Cyril Allgeier Community Center in the
Camp Taylor neighborhood just off the Watterson Expressway.

 The United States Department of Justice, Office of Community Oriented Policing Services (COPS Office) has partnered with law enforcement agencies to conduct the first national Coffee with a Cop day to be held on October 7.

Coffee with a Cop is an innovative program started by the Hawthorne (California) Police Department (HPD) in 2011 in response to tensions between the police and the community. The HPD wanted to help break down barriers, so they came up with a simple plan: Officers invited their residents to join them for a cup of coffee and a conversation. They called it Coffee with a Cop, and it has been spreading like wildfire ever since the first cup was poured. Today more than 2,000 law enforcement agencies and the communities they serve have participated in this program.

The Stampede for VIPS 5K Walk/Run benefiting Visually Impaired
Preschool Services will be Saturday, October 15. Start time is 8 a.m.,

Visually Impaired Preschool Services (VIPS) empowers families by
