Budget Includes Infrastructure, Parks and Housing Funds

The budget Metro Council approved for the fiscal year which started July 1 includes more money for repairing sidewalks, improving parks, paving streets and helping working families find safe, decent and affordable places to live.   

In addition to the amounts recommended by Mayor Greg Fischer, the Council approved more funding in the following areas:

  • $1,090,000 was added for sidewalks
  • $550,000 was added for Metro park improvements and an additional $500,000 was designated for work in Olmsted Parks, to be matched with $1,000,000 in funds from the Olmsted Parks Conservancy.  
  • $5,000,000 was added to $ 18.1 million proposed in the Mayor’s Budget for repaving, for a total of $23 million.  

More than 60% of the budget is designated in the area of public safety, including more police officers, firefighters and cameras.

I am particularly pleased that the budget includes $2,500,000 for the Louisville Affordable Housing Trust Fund, which will use the funds to rehab vacant and abandoned properties and develop other housing for working families. The ordinance creating the fund, which was passed by a 25-1 voted in 2008,  called for $10 Million every year,  an investment that would have a strong economic impact by creating jobs, increasing wages and business income, and generating more tax revenue.  At $2.5 Million, this year’s appropriation is 25 times the total of locally generated funds allocated to LAHTF for housing in the last eight years combined.  It’s a start on a huge need in the community.  As the Louisville economy improves, I will continue to do all I can to see that we don’t leave working families behind.


Lower Frankfort Avenue Sidewalk Study

We have a lot of sidewalk needs in District 9, including many major missing sections.  An important one is along Frankfort Avenue from River Road to Story Avenue, where pedestrians have to walk in the street.  The budget Metro Council approved last month includes $50,000 for sidewalk and streetscape design of Frankfort Avenue from River Road to Pope Street.   Actual construction has not been funded and we won't know the cost until the design work is completed. 

Fixing defective sidewalks has been and will remain a priority for me, with $100,000 in sidewalk repairs in District 9 since January  2015, including major work on Hillcrest and Pennsylvania Avenues and many smaller repairs.    At the same time,  we will continue to pursue new sidewalks where they are currently missing.  Sidewalks have been built along Drescher Bridge Avenue and Kenilworth Road.  We look forward to the planning process for lower Frankfort Avenue.  


Sustainability Story: Biking to Work

Chasta Feller works in District 9 as the "Sales Coordinator – Fun Enthusiast" for Mint Julep Tours.  The company recently took over eyedia's former space on Mellwood Avenue  (http://mintjuleptours.com/).

Chasta lives in the Highlands and bicycles to work.  She rides to keep fit but also for environmental  reasons - "there is no Planet B", as she says.  Chasta has noticed a significant increase in bicycle riders since she moved to Louisville from California four years ago.  She supports bicycle infrastructure, including a planned bike share program which she believes will lead to even more bicycle riding.

A few weeks ago I hosted a Community Conversation and invited Metro Public Health & Wellness to talk about mosquito safety and Kentucky Department of Fish & Wildlife to share information on how to interact with coyotes and other wildlife. The Manhattan Project Seeks 4:00 AM License

“A Taste of Independents” Helps Restaurant Workers

Louisville has a thriving independent restaurant scene.  Recognizing that the workers who support it sometimes need help in times of financial distress, a group of individuals with ties to the local restaurant community formed APRON, Inc. in 2011. 

APRON’s mission is to provide temporary, limited financial relief to professional food and beverage industry workers in the Louisville area who work at locally owned establishments and who are experiencing financial distress due to illness, injury or other issues. Food service professionals who have suffered an accident, family emergency, criminal act committed against them or other catastrophic event are eligible for assistance.

You can help this Sunday, July 10, when APRON stages “A Taste of Independents” at The Olmsted in D9.  The event runs from 1:00 to 4:00 pm and features tastings from over 30 of Louisville’s finest chefs along with libations from our top bartenders and purveyors, and entertainment from the Robbie Bartlett Duo.  Tickets are $40 in advance and

TARC rolls out 12 new buses

TARC has begun rolling out a dozen new buses equipped with the latest fuel savings and clean diesel technology, resulting in cleaner air. The new vehicles, which replace buses that are 16 years old and have traveled more than 600,000 miles, will also bring significant maintenance cost savings.

The new buses will travel on local routes throughout TARC’s system. Each bus features a bike rack for up to three bikes and onboard electric outlets for charging phones and mobile devices. TARC has a fleet of 225 buses.

Compared to the buses they will replace, the 12 new buses will result in a savings of 21,800 gallons of diesel fuel a year, and will reduce harmful emissions into the air by more than 11,000 pounds per year. 

The new buses represent a total investment of $5.1 million, primarily from federal grant funding.   An additional 13 clean-diesel buses will begin arriving at the end of the year for a total of 25 new buses. The buses are largely funded under an $8.7 million grant from the Federal Transit Administration’s Ladders of Opportunity Initiative. State and local funding will cover the remaining costs.
