 Residents and business owners who
applied for federal assistance resulting from the severe storm and flooding in
April will hear soon from damage inspectors. People who suffered losses in
Jefferson county may be eligible for assistance by registering with the Federal
Emergency Management Agency (FEMA).
Following registration, FEMA
usually schedules inspections within seven (7) to 10 days. An inspector first
examines structural damage to a house or business, then assesses damage to
appliances, such as the washer, dryer, refrigerator, and stove. The inspector
also gathers information about serious needs, such as lost or damaged clothing.
Homeowners should identify all known damages and tell the inspector if they
have a septic system or a well.
Property owners need to show
proof of ownership and occupancy. Renters need to show proof of occupancy. If
insurance papers are available, residents should show them to the inspector.
Inspectors will ask applicants to
show identification. At the same time, applicants should ask for identification
from everyone identifying themselves as damage inspectors. All inspectors carry
official photo identification.
Those who have suffered losses as
a result of the April storms, but have not yet applied for assistance are
encouraged to do so as soon as possible.
The fastest and easiest way to
register for assistance is online at www.DisasterAssistance.gov
or by calling 1-800-621- 3362 (FEMA) or by web-enabled mobile device at
m.fema.gov. Disaster assistance applicants who have a speech disability
or hearing loss and use TTY should call 1-800-462-7585 directly; those who use
711 or Video Relay Service may call 1-800-621-3362. The toll-free telephone
numbers will operate from 7 a.m. to 10 p.m. eastern, seven days a week until
further notice.
There will be three
disaster recovery centers in the Metro Louisville area. The first center is at Okolona Fire Station #1, 8501 Preston Highway, where individuals can discuss their case after
registering. The additional two centers will open soon after and the
community will be notified of these locations once they are determined.

The Kentucky Manufacturing Career Center and the Justice Resource
Center are holding a Job Fair on Friday, May 15th from 10:00 a.m. to 2:00 p.m.
at 160 Rochester Dr., Airport Industrial Center, in south Louisville. This
Job Fair is focused on filling jobs with local manufacturing companies.
Representatives from more than 30 manufacturers are expected with hundreds of
positions to fill. Job Fair attendees should register in advance at https://focuscareer.ky.gov/career/. Job
seekers should bring a photo ID/Social Security card and copies of a resume or
work history. Be sure to dress professionally to meet employers. The Kentucky
Manufacturing Career Center is on the TARC Bus Route 4, "Southside and
Rochester."
Please consider volunteering your time for this wonderful event!
Volunteers will paint 8‘ x 4’ plywood boards that secure abandoned properties.
This event began in 2012 in the Department of Codes & Regulations with an
overwhelming response from citizens who just wanted to come out and be
creative. Be creative and do something for your community
and remember your design is only limited by your imagination! If you
are unable to volunteer, please consider donating: paint, brushes, drop cloths,
coffee, donuts, snacks, water, sodas, ice, pizzas, rollers, and containers for
paint distribution.

LIBA will host their 7th annual Buy Local Fair on Sunday, May 17th. The fair will host a variety of local businesses, musicians, artists and craftspeople, chefs, community organizers and farmers. 2015 Property Appeals
have begun and close on May 18th at 4:00 p.m.
When the assessment of a
property changes from the prior year, the PVA sends a property assessment
notice to the owner, typically in early April. However, you do not have to
receive an assessment notice in order to appeal your assessment. All property
owners have the right to appeal the current assessments each year. By law,
certain steps must be followed in the appeal process.
Step
1: online appeal conference WITH THE PVA at: WWW.JEFFERSONPVA.KY.GOV
Under state law (KRS 133.120)
property owners who wish to appeal their assessment must first hold a
conference with the PVA Office during the annual Open Inspection Period (OIP).
Each year the OIP begins on the first Monday in May and continues for a
thirteen day period including two Saturdays.
Documentation that supports
your opinion of value must be submitted during your online conference appeal or
mailed to the PVA within 24-hours of your online appeal submission.
Documentation submitted to the PVA will be considered the property of the PVA.
Please retain a personal copy before submitting documentation.
Examples include:
- Documentation of recent
comparable sales (not assessments) that are similar to your property in
size, condition, location and characteristics. Sales should be within an
18 month period prior to January 1. To assist you, a Property Comparison
Worksheet is included with the Appeal Form for residential properties.
- For rental or commercial
properties, you should also submit your lease contract or your income and
expense statements for the last three years. To assist you, an Income and
Expense Worksheet is included with the Appeal Form.
- A recent full appraisal of your
property
- Interior/exterior photos
showing condition of property
- Your homeowner’s insurance
policy
- Your listing contract if your
property is currently for sale
- Estimates of any repairs
- Original construction costs or
cost of additions or improvements to your property
You can download and
complete these forms on your computer.
While conferences with the
PVA are usually informal, you may choose to have someone represent you. Anyone
who is hired to represent you must submit a letter of authorization and must be
an attorney, certified public accountant, certified real estate appraiser,
Kentucky licensed real estate broker, an employee of the property owner, or
someone who holds a professional appraisal designation (see bottom of page)
recognized by the Kentucky Department of Revenue.
For convenience, a
telephone conference can be arranged for those with physical disabilities or
other limitations if not appealing by mail. If you schedule a telephone
conference, an Appeal Form, as well as any documentation that supports your
opinion of value, must be mailed to us prior to your scheduled conference.
Step
2: Appeal before the Local Board of Assessment Appeals (LBAA)
If an agreement is not
reached as the result of your PVA conference, you may appeal to the LBAA. The
LBAA is a three member panel whose members are appointed by the Mayor of
Louisville Metro. Following your conference and review by the PVA, you will be
mailed a conference result form that must be filed with the Jefferson County
Clerk’s office (JCCO) by the date indicated on the form. The JCCO will notify
you with the date and time of your appeal. If you have any questions concerning
your appeal to the LBAA or the LBAA appeal process, you may call the JCCO at
(502) 574-6915.
Step
3: Appeal before the Kentucky Board of Tax Appeals (KBTA)
If you are not in agreement
with your assessment results after appealing to the LBAA, you may request an
appeal before the KBTA. The KBTA consists of three members appointed by the
Governor of Kentucky. The KBTA will notify you of the date and time of your
appeal.
The PVA will also be at the Crescent Hill and Highlands (Mid City Mall) Libraries to assist citizens with their appeals. Hours for the Crescent Hill Library are 10am-2pm Thursday May 14th, 10am-2pm and 4pm-6pm Friday, May 15th and 10am-4pm Monday the 18th.
