 Residents of Louisville who
suffered damage from the severe storms, flooding, landslides, and mudslides of
April 2-17, 2015 may be eligible for federal disaster assistance.
Emergency Services Emergency
Management Agency (EMA) has been working closely with The Federal Emergency
Management Agency (FEMA) to determine damages throughout the community caused
by these storms.
EMA is encouraging all members of
the community who registered a preliminary damage assessment as well as all
area residents possibly affected to apply for assistance. Individuals and
business owners who sustained losses can begin applying for assistance by
registering online at www.DisasterAssistance.gov or by calling 1-800-621- 3362
(FEMA) or by web-enabled mobile device at m.fema.gov. Disaster assistance
applicants who have a speech disability or hearing loss and use TTY should call
1-800-462-7585 directly; those who use 711 or Video Relay Service may call
1-800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10
p.m. Eastern Daylight Time seven days a week, until further notice.
Residents who have registered for
assistance will be contact by a FEMA representative for individual housing
assessment.
There will be three disaster
recovery centers in the Metro Louisville area staffed by FEMA
representatives. The first center will be open at Okolona Fire Station
#1, 8501 Preston Highway, Louisville, KY 40219 where individuals can go
to discuss their case after they have registered. Operating hours for this
Friday, May 8th are 12:00 p.m. until 6:00 p.m. and Saturday hours
from 10:00 a.m. until 6:00 p.m. The following week they will be open
Monday through Friday from 10:00 a.m. until 6:00 p.m. The additional two
centers will open soon after and the community will be notified of these
locations once they are determined by FEMA.
Assistance can include grants for
temporary housing and home repairs, low-cost loans to cover uninsured property
losses, and other programs to help individuals and business owners recover from
the effects of the disaster.
FEMA representatives encourage
applicants to collect the following information ahead of time to speed the
process:
- Social
Security Number
- Telephone
number
- Address
of the damaged property and current address
- Brief
description of disaster-related damages and losses
- Insurance
and bank account information

available without regard to race, color, religion, nationality, sex, age,
disability, English proficiency or economic status. If you or someone you know

There are over 260,000 residential properties located in Jefferson County that are assessed by the Property Valuation Administrator annually using a market (or sales) approach to value. Property sales in Jefferson County are researched annually and valid sales (fair arm’s-length transactions) are verified. When a sale price is accepted by PVA as a valid sale, it represents the property value for approximately 2 years. All valid sales are compiled and applied into a computer-assisted mass appraisal (CAMA) system. CAMA utilizes valid sales, and property characteristics such as location, lot size, square footage of improvements (house, garage, outbuildings, pavement, fencing, etc.), number of bedrooms and bathrooms, age and condition, etc. in order to value comparable properties at current fair market value. Depreciation factors and other adjustments that influence value are also applied in CAMA when applicable. CAMA is closely monitored by PVA for quality control.
PVA field inspections are an important part of achieving equitable property assessments. The inspection verifies property identification and ensures a correct listing of property characteristics.
PVA field inspectors are authorized by statute to inspect real property in Jefferson County (KRS 132.450 (1)). PVA is required by statute to inspect property at least once every 4 years (KRS 132.690 (1)).
A PVA field inspection is assigned when a property sells, a building or wrecking permit is issued, a property is damaged, or by request of the property owner. Field inspections are made Monday through Friday between 8:00 a.m. and 4:00 p.m.
Field inspectors can be identified by their PVA identification badge and/or shirt or jacket with PVA logo. The field inspector’s vehicle can be identified by a magnetic sign that displays PVA logo.
Upon arriving at an inspection site, the field inspector first announces his arrival to the property owner and/or occupant. If the occupant is a minor, the inspector will return on another day. In the absence of the property owner or resident, the field inspector has the legal right to complete the exterior inspection. However, an interior inspection of residential and farm buildings cannot be conducted in the absence or without permission of the property owner or resident (KRS 132.220 (3)).
Upon completion, confirmation of the inspection is left at the property. The property owner’s assistance during an inspection results in a more accurate inspection and resulting property assessment. Measurements of exterior dimensions of improvements are made, characteristics are identified and listed, conditions are determined and recorded, photos are taken and improvements are sketched. Exterior measurements of property improvements are made based on standards by The American National Standards Institute (ANSI). All information collected at the inspection is entered into the property record stored in the CAMA system.
Under state law (KRS 133.120) property owners who wish to appeal their assessment must first hold a conference with the PVA Office during the annual Open Inspection Period (OIP). Each year the OIP begins on the first Monday in May and continues for a thirteen day period including two Saturdays. The PVA notifies property owners of the OIP dates each spring by publication in The Courier-Journal newspaper. This year’s OIP begins on 5/4/2015 and ends on 5/18/2015 at 4:00 p.m., EDT
If you wish to appeal your property assessment, please contact the PVA Office two weeks prior to the OIP at (502) 574-6224 during our weekday office hours of 8:00 a.m. to 4:00 p.m., EDT to schedule a conference. By scheduling a conference, you are setting an appointment to complete their online conference appeal service on computers located at the downtown office located on the 5th floor of the Fiscal Count Building at 531 Court Place. The online conference appeal service can be accessed two weeks prior to and during the OIP at http://jeffersonpva.ky.gov. Property owners may choose to complete their online conference appeal from their location, downtown at the Fiscal Court Building, or at any branch of the Louisville Free Public Library.
