Harbin said mathematics education is central to empowering students and supporting educators across the Commonwealth.
“Mathematics education is about students building systems of reasoning and developing confidence and problem-solving skills that will serve them throughout their lives,” she said. “When we support educators with capacity-building professional learning, high-quality instructional resources and clear evidence-based practices, we create environments where every student can see themselves as a mathematician.”
As the assistant director of mathematics education in KDE’s Office of Teaching and Learning, Harbin will focus on supporting statewide curriculum implementation, high-quality professional learning, and data-driven instruction.
“My mission is to collaborate with districts across Kentucky to ensure students have access to high-quality math instruction,” Harbin said. “Moving with the understanding that teacher efficacy impacts students across Kentucky, it is imperative that we provide intentional coaching, strong resources, and meaningful professional learning to drive sustainable student growth.”
Harbin holds an Educational Specialist degree in K–12 School Leadership from the University of the Cumberlands, a Master of Science in Education from Indiana University Southeast, and is currently pursuing a Doctorate in Educational Leadership at the University of the Cumberlands.
She currently resides in Shelby County with her family. With her husband Greg and three children, Harbin can often be found on the court or field supporting their events.

The new HQIR Resources Page provides quick access to key resources divided by core aspects of the work:
- HQIR Adoption Resources
- HQIR implementation Resources
- Curriculum-Based Professional Learning Resources
- HQIR Implementation Monitoring Resources
Visit the redesigned pages to find out more about supporting HQIR adoption and implementation in your district and/or school.
Office Hours Opportunity
Mathematics Improvement Plan (MIP) Implementation Guidance Available
Office Hours are available to support districts in implementing Kentucky's Numeracy Counts Act (HB 162), which requires districts and schools to identify K-3 students needing accelerated mathematics support and develop a Mathematics Improvement Plan (MIP) within the first 60 calendar days of the school year. At the first Office Hour for school year 2026-2027, a new guidance resource that outlines statutory requirements, timelines, team responsibilities, intervention planning, progress monitoring, parent communication, and Infinite Campus documentation to support effective implementation and compliance will be introduced. The Office Hour will be held on September 16, 2026 via Teams: Click Here to Bookmark the Microsoft Teams link. Please contact Chelsey Tingle to learn more.
