The Office of Teaching and Learning is pleased to welcome Chelsey Tingle as the new Director of Mathematics Education.
Tingle brings a strong record of leadership and service in Kentucky schools, with more than eight years as the Assistant Superintendent for Henry County Public Schools. Prior to that role, she served as an elementary school principal, a College and Career Readiness Counselor with the Race to the Top Grant, and began her career as an elementary special education teacher. She has also contributed to statewide work as a member of the Quality Curriculum Taskforce.
Tingle’s passion for education is grounded in her learner-centered philosophy. “I’ve always had a strong commitment to being learner-centered with a passion for providing experiences where the adults and the students are empowered to lead by honoring their voice while cultivating a culture of care, critical thinking and lifelong learning,” she shares.
As Director of Mathematics Education, Tingle is focused on ensuring access to high-quality math instruction statewide. “My mission is to support and ensure access to high-quality math instruction statewide. Educators are the backbone of mathematics education and growing their expertise will shape the experience for the student. It is critical to equip them with the tools and professional learning they need to lead confidently in their classrooms.” Her leadership philosophy emphasizes collaboration, empowering educators to deliver meaningful, student-centered math experiences.
Her passion for math education is clear: “Mathematics is more than numbers; it’s a language of logic, patterns, and possibility. When students engage deeply with math, they build confidence, resilience, and the ability to reason through complex challenges. This prepares them to grow into thoughtful, capable individuals who can lead in any field.”
Tingle is a native of Henry County and credits her own opportunities and the support of educators and leaders there for shaping her journey. Today, she and her husband, Derek, are raising their two sons, and she can often be found cheering them on at sporting events in the evenings and on weekends.
In her new role, Tingle will also directly oversee the implementation of the Kentucky Numeracy Counts Act, the statewide initiative established in HB 162 (2024). Sponsored by Rep. James Tipton, this legislation underscores the General Assembly’s commitment to ensuring every student achieves mathematics proficiency through high-quality instruction, multi-tiered systems of support, and targeted improvement plans beginning in the early grades. Tingle’s leadership will be key in supporting schools and districts as they implement these requirements and strengthen mathematics education for all Kentucky students.The position will receive sustainable funding from the Kentucky General Assembly through the Kentucky Numeracy Counts Act.
Tingle’s leadership, deep commitment to student learning, and vision for empowering educators will be a tremendous asset to the Office of Teaching and Learning. Request for Applications (RFA) for the fiscal year 2027 Reading Diagnostic and Intervention Fund
The Kentucky Department of Education’s (KDE’s) Office of Teaching and Learning issued a Request for Applications (RFA) for the fiscal year 2027 Reading Diagnostic and Intervention Fund: Read to Achieve Grant. Kentucky public school districts must apply on behalf of individual schools. The Kentucky School for the Blind and Kentucky School for the Deaf also are eligible to apply.

As specified in KRS 158.792, the Reading Diagnostic and Intervention fund is created to help teachers and library media specialists improve the reading skills of struggling readers in kindergarten through grade three (3). The KDE anticipates funding approximately 150 schools at an estimated $70,000 per year for a two-year period to support school-wide use of a multi-tiered system of supports for students in grades K-3, high-quality curriculum-based professional learning for administrators and K-3 reading instructional staff in their approved comprehensive schoolwide reading program aligned to the Kentucky Academic Standards (KAS) for Reading and Writing, high-quality professional learning for administrators and K-3 reading instructional staff in the administration and understanding of universal screener and diagnostic assessment data and progress monitoring, and high-quality professional learning in building knowledge in the cognitive processes involved in learning how to read as well as implementing the essential components of reading and evidence-based instructional practices to support the reading-writing connection.

- The deadline for submitting questions about the grant was September 23, 4 p.m. ET. A frequently asked questions (FAQ) document will be made available on the KDE Competitive Grants webpage.
- The application submission deadline is November 3, 4 p.m. ET. All applications must be sent to KDERFP@education.ky.gov.
- Review the links within the RFA for further guidance when writing the submission. If you have any questions, contact KDERFP@education.ky.gov.
- Please pay close attention to the blinding/redacted language within the RFA. Improperly blinded grants WILL be deemed non-responsive and NOT eligible for award.
Feedback Sought on Kentucky Academic Standards for Mathematics
The KDE is seeking feedback on the current Kentucky Academic Standards for Mathematics.
KRS 158.6453 calls for KDE to implement a process for reviewing all academic standards and aligned assessments beginning with the 2017-2018 school year. The schedule calls for one or two content areas to be reviewed each year, and every six years after that on a rotating basis.
Standards outline what students are expected to learn in each grade to successfully transition to the next level of learning. The curriculum or methods and resources used to teach the standards is a separate issue and decided at the local level.
Use this survey to provide feedback on the mathematics standards. Due to the amount of text within the survey, it is recommended that surveys be completed on a full-size computer or laptop screen. Participants are provided with the opportunity to give feedback on all standards or self-selected areas of interest.
Feedback on the current mathematics standards will be collected by the American Institutes for Research through Oct. 3.

Applications Sought for Mathematics Standards and Assessment Review Committees
The Kentucky Department of Education (KDE) is accepting applications for the Mathematics Standards and Assessment Review Committee (RC) and Advisory Panels (AP).
KRS 158.6453 calls for the KDE to implement a process for reviewing all academic standards and aligned assessments beginning in the 2017-2018 school year. The review process for the Kentucky Academic Standards (KAS) for Mathematics will begin in Fall 2025.
The KDE is seeking current K-12 classroom teachers to participate in this work. Applicants will be required to meet approximately five to 10 days throughout Fall 2025 through Spring 2026.
If applicable, team members will receive reimbursement for travel expenses and the teacher’s school district will be reimbursed for substitute teacher expenses. Selected applicants will be asked to verify the willingness of their school or district to release them for work dates.
The online application will be posted for 30 days. Applications will be accepted through Oct.3. Selected team members will be notified by Oct 17.
