Request for Applications (RFA) Issued: 2027 Reading Diagnostic and Intervention Fund
The Kentucky Department of Education’s (KDE’s) Office of Teaching and Learning issued a Request for Applications (RFA) for the fiscal year 2027 Reading Diagnostic and Intervention Fund: Read to Achieve Grant. Kentucky public school districts must apply on behalf of individual schools. The Kentucky School for the Blind and Kentucky School for the Deaf also are eligible to apply.

As specified in KRS 158.792, the Reading Diagnostic and Intervention fund is created to help teachers and library media specialists improve the reading skills of struggling readers in kindergarten through grade three (3). The KDE anticipates funding approximately 150 schools at an estimated $70,000 per year for a two-year period to support the following:
- School-wide use of a multi-tiered system of supports for students in grades K-3;
- High-quality curriculum-based professional learning for administrators and K-3 reading instructional staff in their approved comprehensive schoolwide reading program aligned to the Kentucky Academic Standards (KAS) for Reading and Writing;
- High-quality professional learning for administrators and K-3 reading instructional staff in the administration and understanding of universal screener and diagnostic assessment data and progress monitoring; and
- High-quality professional learning in building knowledge in the cognitive processes involved in learning how to read, as well as implementing the essential components of reading and evidence-based instructional practices to support the reading-writing connection.

- September 16, 9 a.m. ET: Technical Assistance Webinar Microsoft Teams link.
- September 23, 4 p.m. ET: Deadline for questions. All questions must be sent to KDERFP@education.ky.gov.
- November 3, 4 p.m. ET: Application submission deadline. All applications must be sent to KDERFP@education.ky.gov.

NEW Graphic Illustrates Critical Components of Literacy Instruction
The Division of Early Literacy is excited to share the Critical Components of Literacy Instruction graphic. The Critical Components of Literacy Instruction graphic has been added to the Literacy at a Glance Collection to illustrate each of the components of literacy featured in the collection. The graphic provides educators with a clear, visual reference to guide effective teaching practices.
Designed to support classroom application, the graphic complements our existing resources by offering a concise overview of essential elements that drive strong literacy outcomes. We encourage educators and leaders to use these images as a quick reference when preparing for and reflecting on instruction, professional learning and conversations about early literacy instruction.

NEXT DEL Virtual Office Hours: Tuesday, October 14
The next DEL Virtual Office Hours will be held on Tuesday, October 14, from 9:30 A.M. ET/8:30 A.M. CT - 11 A.M. ET/10 A.M. CT. Voices from the Field will be shared by State Literacy Coaching Specialist Brittany Jones for the first thirty minutes, featuring Intellectual Preparation through Internalization. Intellectual preparation is key to deepening the instructional impact of a high-quality instructional resource. Through the lens of internalization, participants will explore how literacy leaders can thoughtfully engage teachers with content, anticipate student thinking and align instructional moves with learning goals. The remainder of the session will focus on learning, networking and problem-solving alongside fellow educators from across the state. Flexible breakout rooms will be available for targeted discussions based on participant needs.
