Newly Updated KyMTSS Implementation Guide
 The Kentucky Multi-Tiered System of Supports (KyMTSS) Implementation Guide, 2nd Edition, builds upon guidance from the 2021 edition in response to revised Kentucky administrative regulations that require districtwide use of a multi-tiered system of supports for all students in kindergarten through grade 12 (704 KAR 3:095). This implementation guide is designed to provide educators with a common definition and understanding of the essential elements of KyMTSS.
The first section of the guide introduces the concept of Mutli-Tiered System of Supports (MTSS) as an organizational framework that promotes integration of the various multi-tiered systems (e.g., RTI, PBIS) and district and school initiatives that support academic proficiency, positive behavior and social-emotional wellness. It also provides an overview of the six essential elements and key features of the infrastructure that need to be in place for an effective implementation of an integrated MTSS.
Subsequent sections are organized around the six essential elements of KyMTSS and provide a more indepth look at the systems, data and practices that are needed for effective implementation of an integrated framework.
The information in this guide reflects current research and evidence-based practices and is intended to support districts and schools in implementation, improvement and sustainability of an integrated multi-tiered system of supports.
Schools and districts can use this Implementation Guide to:
- Support implementation after completing the KyMTSS Self-Assessment Tool to highlight areas for focusing and planning;
- Assist MTSS teams and leads with initial implementation guidance;
- Provide professional learning for MTSS team, school and district staff;
- Onboard new staff; or
- Locate resources to support implementation.
The newly updated KyMTSS Implementation Guide is now available in the Resource Library on the KyMTSS.org website.
