Multi-Tiered System of Supports (MTSS) Implementation
Kentucky Multi-Tiered System of Supports (KyMTSS) is a multi-level prevention system designed to maximize student achievement and social and behavioral competencies through an integration of differentiated universal instruction, assessment and intervention. KyMTSS is for each and every student, regardless of age or grade level. The six essential elements of KyMTSS apply to elementary and secondary schools. While logistical considerations may differ by school level, the overall purpose and framework remain the same regardless of the school level. In looking at MTSS at the elementary and secondary levels, the overlap of commonalities is greater than the differences.
As local school districts implement a comprehensive MTSS for K-12 (704 KAR 3:095), the focus remains on creating a cohesive system that supports student success through collaborative, proactive and data-informed decision making. Implementing the six essential elements of KyMTSS, MTSS teams can ensure that elementary and secondary schools provide a pathway to success for every learner.
KyMTSS promotes the integration of systems-level approaches and state/district/school initiatives under one comprehensive framework to more efficiently use resources, while focusing on improving outcomes for every student at the elementary and secondary levels. As schools develop and implement an effective MTSS framework, teams may consider the various student grade levels and age-related needs. The way an intervention is delivered might differ from elementary to secondary, but the need for intervention is universal to all grade levels.

Developing Teams: For teams beginning the process, the site offers foundational resources to help collaborative problem-solving teams get started with building the MTSS framework.
Established Teams: For existing MTSS teams, the site provides tools to refine practices, sustain long-term success, assist with onboarding new staff and further align the system to maximize infrastructure impact and student achievement.
Secondary School MTSS Resources and Technical Assistance
To support secondary schools in this work, KYMTSS.org features a dedicated secondary section on the Resources for Tiered Delivery System with a Continuum of Supports landing page. The resources offer practical guidance tailored to the unique challenges of secondary implementation, including strategies for scheduling interventions, building strong teams and aligning supports across all tiers.
