Multi-Tiered System of Supports (MTSS) Framework: Schedules
“The key is not to prioritize what's on your schedule, but to schedule your priorities.”
The end of the school year is a great time to reflect on the current progress and plan for 2024–2025. Schedules play a critical role in the MTSS infrastructure and support effective implementation. A comprehensive schedule extends beyond developing a calendar by creating a system-wide framework for teaching and learning. Scheduling decisions determine the dedicated time for instruction, intervention and support. Schools and districts have an opportunity to create schedules that provide an inclusive learning environment where every student receives what they need when they need it.
Data-based decision-making and collaboration drive the scheduling process within the MTSS framework. Using data allows teams to gain valuable insights into student achievement, growth and areas for improvement. Leveraging this data provides an avenue to refine scheduling practices, allocate resources effectively and ensure every student receives the support they need to succeed.
While preparing for logistical considerations, MTSS teams engage teachers, support staff and administrators in collaborative planning sessions to develop a schedule that effectively incorporates the MTSS framework for meeting students' needs and equipping educators for implementation. To meet the students’ needs across all three domains (academic, behavioral and social-emotional), educators need dedicated time in the schedule for professional learning and collaborative planning with those teaching the same grade level or course. By taking concrete action steps, school and district leaders can effectively integrate MTSS into the schedule, providing all students with equitable access to the support and resources they need to succeed academically, behaviorally and socially.
Below are considerations and questions to guide the MTSS Team’s review of current practices and creation of the 2024-2025 comprehensive schedule.
Gather and reflect on all schedules and end-of-year data:
How does the schedule provide time for:

All students to have access to Tier 1 academic, behavioral and social-emotional instruction, intervention and support?

Common planning and/or meetings for educators and teams?

Intervention and enrichment to support all students?

Content experts’ involvement in the decision-making process for instruction, intervention and support?
How might the school or district:

Choose a scheduling model based on data and what works best for every student?

Address the unique scheduling challenges and do more of what is working with the current schedule?

Implement a process for ongoing monitoring and flexibility of the schedule to ensure alignment with MTSS goals and address emerging needs or challenges identified through data analysis and progress monitoring?

Foster open communication with staff, students, families and community partnerships?

State Recognition of Fidelity Standards, 2023-2024 Bronze, Silver or Gold Levels
The Kentucky Department of Education (KDE) recognizes schools for implementing PBIS with fidelity. Schools may apply for recognition at three levels: bronze, silver or gold. All schools that have implemented PBIS with fidelity during this school year are encouraged to apply for this recognition. The 2023-2024 PBIS State Recognition of Fidelity Standards application window is April 1, 2024, to June 1, 2024. To apply, select the link that best suits the district based on the criteria below.
