Welcome to the KyMTSS Newsletter, a resource where Kentucky stakeholders can find information, tips and resources about the systems, data and practices of an integrated multi-tiered system of supports.

Kentucky’s Multi-Tiered System of Supports (KyMTSS) collaborative problem-solving teams systematically analyze data across academic, behavioral and social-emotional domains to achieve improved and sustainable student outcomes. Regular team meetings and data-based decision-making guide the Multi-tiered System of Supports (MTSS) work throughout all stages of the implementation process. At every level of collaborative problem-solving, teams collect, present in visual formats, and analyze data. The process equips educators with data to (1) provide targeted support, (2) create an inclusive learning environment, (3) ensure decision rules are applied equitably and (4) develop action plans to maximize student outcomes.
Written data protocols provide clear decision rules before the administration of universal screeners, diagnostics and progress monitoring. Also, the protocols operationalize the process and help evaluate the progress of instruction, intervention and support at all tiers. Teams may use a new resource, “Written Decision Rules Protocol”, to support the development of written decision rules to guide the problem-solving process in the local context.
The Written Decision Rules Protocol guides regarding:
-
Decision Rules at Tier 1: High-Quality Universal Instruction for All Students
-
Decision Rules at Tier 2 and 3: Supplemental and Intensive Interventions
-
Decision Rules for Evaluating Progress Layered for Students Who Need Additional Support

This tool helps teams streamline the organization and management of diverse data sources into one document. The template provides a systematic process to compile various data points and plan for a comprehensive screening and assessment system.
