District and School Level MTSS Meeting
Collaborative problem-solving teams within Kentucky’s Multi-Tiered System of Supports (KyMTSS) exist at multiple implementation levels (state, region, district, school, classroom and student) and across all three tiers.
Teams are integrated, interconnected and aligned for a common purpose to promote positive outcomes for all students. This is accomplished through intentionally designed teams with shared goals that organize the various academic and behavioral social-emotional initiatives of the school and district.
To frame the collaborative teaming process effectively and efficiently, KyMTSS uses a cascading system of supports. This structure provides an organizational system for communication, teaming structures, resource dissemination, roles, responsibilities, common language, data usage and initiatives at each level. The goal of the cascading system is to positively impact and meet the needs of every student.
The state agency and regional cooperatives provide technical assistance and professional learning to develop the capacity of district and school MTSS teams. The district and school MTSS teams establish the mission and vision and facilitate the installation, implementation and communication of the MTSS integrated framework for the system. The school staff considers the grade level and content areas represented within the system. Grade-level and content area teams manage and implement practices for students within the specific grade or content area. They collect and review data at the grade level or content area and adjust instruction and intervention as needed.
Effective MTSS teams follow clear meeting structures, processes, routines and norms. The roles and responsibilities are clearly defined and each member knows the purpose. Team meetings are designed to be collaborative, transparent and focused on data-informed decision-making.
A key to an effective MTSS meeting lies in creating a supportive and inclusive environment where all team members contribute their expertise and experience. Participants are encouraged to actively engage in discussions, share perspectives and provide valuable input to the collaborative data-based decision-making process.
To ensure the meetings are efficient and productive, part of the routines includes developing and distributing an agenda. The agenda is typically shared beforehand, with the topics to be discussed and the data that will be reviewed. This allows participants to come prepared and ready to analyze, problem solve and develop an action plan.
During the meetings, a facilitator guides the discussion, ensuring that all voices are heard and decisions are made collaboratively. Academic, behavioral and social-emotional data are reviewed and analyzed following a predetermined data protocol. This data-driven approach allows the team to identify patterns, trends and growth areas.
Based on the data analysis, the team collectively determines appropriate action items for implementation. These action items are focused on providing instruction, intervention and support to address the identified problem. The team develops action plans, sets measurable goals and assigns responsibilities to ensure follow through on the agreed upon action steps.
The team establishes timelines and checkpoints to review the effectiveness of the suggested action item. Regular meetings are scheduled to assess progress, refine strategies, celebrate successes and determine the status of the implemented action steps.

Virtual Session for District MTSS Points of Contact
District MTSS points of contact are invited to attend a video call on Nov. 30. This virtual session will be a time to learn about resources and support available through KyMTSS and the local educational cooperatives.
Feedback from the last virtual session indicated an interest in sharing MTSS manuals, forms and procedures. Additionally, coordinators wanted time to discuss screening and monitoring of academics, behavior and social-emotional domains. Most of the time will be dedicated to asking questions and connecting with other district MTSS points of contact.
New MTSS Coordinator Virtual Session No. 2
Based on the feedback from the New MTTS Coordinators session in September, the attendees requested a second session. This virtual session is scheduled for Oct. 23 to further explore the KyMTSS six essential elements and ways for the coordinators to support the implementation process.
