School Based Decision Making Council Closeout
Several of Kentucky’s school-based decision making councils end their terms on June 30.
As council terms are wrapping up and preparations begin for those council members whose terms start July 1, it might be helpful to take some time during the last meeting to reflect broadly on the 2022-2023 council’s work. What policies, decisions and discussions went well? What are some aspects that still need improvement? What is left to accomplish in the next council’s term?
You can use these sample questions and their responses as a tool to assist with the continuous improvement of the council’s work.

Senate Bill (SB) 5 Guidance
State lawmakers passed Senate Bill (SB) 5 during the 2023 regular session, which requires local boards of education to adopt a complaint resolution policy to address complaints submitted by parents or guardians alleging that material, a program or an event that is harmful to minors has been provided or is currently available to a student enrolled in the local school district who is the child of the parent or guardian.
Only parents or guardians can file a complaint regarding materials, programs or events deemed as “harmful,” per SB 5, Section 1, made available to their child. The school principal is first charged with reviewing the complaint and taking reasonable steps to investigate the allegations. Appeals to the principal’s determination are subject to the local board of education.
Guidance on recent laws passed with an emergency clause, meaning they took effect immediately, can be found on the KDE 2023 Legislative Guidance webpage. Specific information about Senate Bill 5 can be found in the KDE Senate Bill 5 (2023) Supplemental Guidance document. The guidance on all additional legislation will be posted the week of June 5, ahead of the effective date of June 29.
Virtual Experienced Member Training
The Kentucky Department of Education (KDE) will be offering free virtual training through Microsoft Teams for experienced SBDM council members on the "Council's Role with Continuous Improvement" module.
The training will be conducted over the course of two days, with each mini-session lasting 1.5 hours. Participants must attend both sessions in order to meet the three-hour annual training requirement for experienced members.
KDE will train council members on the "Council’s Role with Continuous Improvement" module.

- Part Two: "Council’s Role with Continuous Improvement," 10-11:30 a.m. ET on June 21
