Tier 1 Instruction, Intervention and Support
The Kentucky's United We Learn vision builds around three big ideas: creating a more vibrant experience for every student, encouraging innovation in our schools, and collaboration with communities. The KyMTSS framework supports this vision to enrich student experiences and improve learning outcomes for all students.
Kentucky’s Multi-Tiered System of Supports (KyMTSS) preventive and proactive framework provides a continuum of instruction, intervention and supports to meet the academic, behavioral and social-emotional needs of all students. KyMTSS uses a three-tiered layered delivery model, with differing levels of instruction, intervention and support at each tier.
A key to an effective and efficient intervention program is a robust and comprehensive Tier 1 with grade-level, standards-aligned instruction delivered and differentiated to meet the diverse needs of all students. Within the MTSS Framework, Tier 1 refers to the foundational or universal level of instruction, intervention and support all students receive within the general education classroom. All students receive high-quality, evidence-based instruction aligned to grade-level standards, schoolwide behavioral expectations and key social-emotional competencies. In sustainable systems, at least 80% of students have their needs met through this universal level. Teachers use differentiation and scaffolding to ensure all students benefit from Tier 1 instruction, intervention and support.
The summer months may be a time for school and district MTSS Teams to reflect on the effectiveness of Tier 1. Teams may examine ways to sustain systems, make logistical and educational adjustments, and prepare for strong Tier 1 instruction, intervention and supports for the 2023-2024 school year.
When exploring ways to strengthen Tier 1, MTSS Teams may consider the questions below:
- To what extent are we meeting the academic, behavioral and social-emotional needs of each and every student?
- What do all of the students in the school or district need to be successful in Tier 1?
- How might we ensure all students have access to high-quality instructional resources (HQIRs)?
- How do we ensure all teachers have access to HQIRs and high-quality professional learning (HQPL) focused on how to implement the resources effectively in order to meet the needs of all students?
- What might the educators need to provide an effective Tier 1 for all of our students?
- How does our current framework incorporate the KyMTSS six essential elements?
- How do we determine the students who need additional assistance within Tier 1?
- How do we use progress monitoring, formative assessments and summative assessments to guide Tier 1 instruction, intervention and support?
- How might we use the universal data to inform the Tier 1 academic, behavioral and social-emotional instruction, intervention and support?
- How do we respond to Tier 1 universal data when at least 80% or more of our students' needs are met within the general education classroom?
- How do we respond to Tier 1 universal data when less than 80% of our students’ needs are met within the general education classroom?
- How might we maximize our resources to support students and educators?

The Tips for Intensifying Instruction at Tier 1 resource highlights key action steps to strengthen the foundation by providing:
- Instruction that is designed and delivered using evidence based practices;
- Small group instruction to assist students within Tier 1;
- Students with opportunities to respond and to receive specific feedback regarding their learning;
- Families and caregivers communications and tools to enhance the student learning process;
- Explicit instruction as appropriate to teach students new skills and concepts or information with which they are struggling;
- Behavioral and social-emotional competencies instruction, intervention and support; and
- Regular adjustments based on data.

State Recognition of Fidelity Standards
Bronze, Silver or Gold Levels
KDE recognizes schools for implementing PBIS with fidelity. Schools may apply for recognition at three levels: bronze, silver or gold. For further information, review the State Recognition of Fidelity Standards document.
