Positive Behavioral Interventions and Supports (PBIS)
Implementation, Fidelity and Recognition
“PBIS is a multi-tiered, social-emotional-behavioral framework for supporting wellness and responding to behavior. The framework emphasizes improving outcomes by addressing systems, practices, and data in a way that is flexible enough to accommodate local and culturally responsive context, needs and values,” (Midwest PBIS Network, 2020).
The evidence-based multi-tiered model supports and strengthens academic, behavioral, social-emotional and mental health processes and outcomes for all students. When implemented with fidelity or adhering to the intended components of the practice, PBIS promotes social-emotional competence, academic achievement and a positive school environment.
The Center on PBIS (pbis.org) states, “PBIS is a way to create positive, predictable, equitable and safe learning environments where everyone thrives.”
School and District PBIS: Resources and Support
The Kentucky Department of Education (KDE) provides a variety of professional learning opportunities and technical support regarding PBIS. Information may be found on the KDE Positive Behavioral interventions and Support webpage. Additionally, the KyMTSS.org website provides PBIS resources and guidance to support schools and districts.
The Center for Positive Behavioral Interventions and Supports provides numerous resources to assist schools and districts. The Tiered Fidelity Inventory (TFI) resource specifically addresses school implementation and planning assistance of PBIS. The TFI provides a valid, reliable and efficient measure of the extent to which school personnel are applying the core features of schoolwide positive behavioral interventions and supports.
PBIS State Recognition of Fidelity Standards
The KDE recognizes schools for implementing PBIS with fidelity. Schools may apply for recognition at three levels: bronze, silver or gold. In 2022, all schools that applied were recognized.

MTSS Highlighted Tool
The Implementation Stages Planning Tool is a free tool available on the State Implementation and Scaling-up of Evidence-based Practices (SISEP) webpage. SISEP is an online resource hub provided by the University of North Carolina at Chapel Hill.
The Implementation Stages Planning Tool models best practices in effective continuous improvement efforts for assessing and addressing current needs in implementation. The tool includes:
- A flow chart to determine your current stage of implementation;
- A list of stage-based activities to support implementation development; and
- An outline of expected stage-based outcomes.
SISEP also provides free Implementation Stages Learning Modules that explain how to use the tool effectively.
*NEW* Reading Improvement Plan Template Now Available!
Per the Read to Succeed Act amendments to KRS 158.305, beginning in the 2023-2024 school year, if a student’s rate of progress toward proficiency in reading needs accelerated interventions as demonstrated by the results of an approved universal screener and reading diagnostic assessment, the local school district shall provide intensive instructional services, progress monitoring measures and supports through grade 3 via a Reading Improvement Plan.
This plan should be developed in collaboration and accordance with any existing program services plan, individualized education program or Section 504 Plan unless the program services plan, individualized education program or Section 504 Plan already addresses improving reading.
To assist districts in effectively developing and implementing Reading Improvement Plans, the Kentucky Department of Education (KDE) has developed a template as an example that incorporates the requirements of KRS 158.305. Districts may modify the template to fit the local context as needed.
This template can be used during the problem-solving process to document intervention plans, progress monitoring data and parent notification. An existing student intervention plan developed, implemented and monitored as part of a multi-tiered system of supports also may meet the requirements of the reading improvement plan if it addresses the components required by Senate Bill 9 – The Read to Succeed Act (2022). Kentucky Regional Educational Cooperatives
The eight regional educational cooperatives provide MTSS professional learning, follow-up support and coaching sessions, work groups, cadres, communities of practice and professional learning communities. The supports concentrate on supporting the creation, building and sustaining of an integrated multi-tiered system of supports.
