A Local MTSS Manual: Guidance for School and District Teams
Schools and districts develop an MTSS manual to serve as a procedural guide for the school community as they support the needs of each and every student. The manual provides important information and local guidance regarding the MTSS framework and implementation process for the system. Additionally, this document promotes a common understanding of the policies, procedures and practices of the MTSS framework at the local level.
The Kentucky Department of Education (KDE) provides technical assistance to MTSS teams through professional learning, coaching sessions and various resources. The KyMTSS website supports schools and districts with information and guidance for aligning a manual to the essential elements of KyMTSS – particularly the KyMTSS Self-Assessment Tool and the KyMTSS Implementation Guide. These resources may be used together or individually to assist a team in the implementation process.
In addition to KDE, teams at the regional educational cooperatives provide MTSS technical assistance and professional learning to schools and districts. Please see the chart below for the MTSS point of contact in your region. In addition to the KyMTSS website and the support of the regional educational cooperatives, the Center on Multi-Tiered System of Supports and the National Center on Intensive Intervention contain guidance for additional consideration with MTSS implementation.
In developing or revising a local manual, the MTSS team considers many factors. The information included needs to sufficiently provide the clarification and guidance for MTSS implementation in the district.
In response to multiple requests for guidance regarding MTSS manuals, KDE has developed an MTSS Manual Guidance Slide Deck with key items to consider. The information in the slide deck may guide the team discussion and manual development process.
While the documents are individualized to the local community, revisions will be needed as new evidence-based resources, legislation and procedural guidance arise.
Regional Support for KyMTSS
KDE partners with the eight regional educational cooperatives to provide training, follow-up support and coaching on creating, building and sustaining an integrated multi-tiered system of supports (KyMTSS). Planning for spring and summer, MTSS professional learning and technical support will be available through the individual cooperatives.
