KyMTSS for
Each and Every Student
The Kentucky multi-tiered system of supports (KyMTSS) is for each and every student, regardless of age or grade level.
The overall purpose and framework for Kentucky’s multi-tiered system of supports remains the same regardless of school level. All students receive Tier 1 academic, behavioral and social-emotional instruction and support. Tier 2 provides support to some students, and Tier 3 provides intensive, individualized support to a few students.
The KyMTSS framework is a multi-level prevention system to support student achievement and social-emotional behavioral competencies through an integration of differentiated core instruction, assessment and intervention. The six essential elements of KyMTSS apply to elementary and secondary schools.
KyMTSS promotes the integration of systems-level approaches and state/district/school initiatives under one comprehensive framework to more efficiently use resources, while focusing on improving outcomes for every student at the elementary and secondary levels. As schools develop and implement an effective MTSS framework, teams may consider the various student grade levels and age-related needs. The manner in which an intervention is delivered might differ from elementary to secondary, but the need for intervention is universal to all grade levels. In looking at MTSS at the elementary and secondary levels, the overlap of commonalities is greater than the differences.

Second Annual School Counseling Summit
MTSS for School Counselors
On Feb. 7, approximately 400 school counselors and cooperative team members convened for the second annual School Counseling Summit. Each of the eight educational cooperatives hosted school counselors from their regions. The summit focused on the role of the school counselor within a multi-tiered system of supports (MTSS).
Jennifer Betters-Bubon, associate professor and program coordinator at the University of Wisconsin Whitewater; and Jake Olsen, assistant professor and program coordinator at California State University Long Beach, opened the session with a presentation entitled, "Comprehensive School Counseling Programs and MTSS Alignment: Building Tiered Systems." The participants gained a wealth of information on how school counselors build a successful multi-tiered system of supports within the school setting. The presenters shared resources regarding data-driven tier 2 and 3 interventions for school counselors. The interactive session allowed time for collaboration with colleagues in grade band breakout sessions throughout the morning.
Heather Bushelman, Kentucky Department of Education (KDE) program coordinator for comprehensive school counseling; and Melissa Wainwright, Ed.D, KDE's MTSS coordinator, facilitated the afternoon session. Bushelman and Wainwright discussed the role of serving on the MTSS schoolwide team, as well as overseeing the comprehensive school counseling three-tiered delivery system. Participants collaborated with fellow colleagues throughout the afternoon to create a school specific model for a three-tiered delivery system of interventions, supports and assessments.
Regional Support for KyMTSS
The Kentucky Department of Education (KDE) partners with the eight regional educational cooperatives to provide training, follow-up support and coaching on creating, building and sustaining an integrated multi-tiered system of supports (KyMTSS). Exciting work is underway at the cooperatives as they meet the needs of the districts and schools in their regions.
