“… Spring, the barren time in March when you cannot be sure if it is really warmer, but you are so desperate for change that you tell yourself the mud at the edge of the sidewalk is different than winter mud and you are sure that the smell of wet soil has suddenly a bit of the scent of summer rains, of grass and drowned earthworms. And it has, because it is spring and inside the ground something is stirring.”
― Maureen F. McHugh
Unpredictable as the weather may be, March is affectionately known as “the month of expectation.” A desperation for change at this time of year can lead you to shift your perspective.
What good are you expecting for the spring that lies ahead?
Title I Reporting Reminders for 2022-2023
Title I status in Infinite Campus must be updated to match the Title I status submitted on the district Consolidated Application in the Grant Management Application and Planning (GMAP) system. Reference the Title I Data Standards, Section A, to verify and update school Title I status in Infinite Campus.
In addition, schools designated as a Targeted Assistance Program must complete a record on the student Title I Services tab for each student receiving Title I services during the current school year. Reference the Title I Data Standards, Section B, to complete student records for Title I services received in a targeted assistance-designated facility.
The 2022-2023 Title I status will populate on the School Report Card. Data for the 2022-2023 school year will be extracted from the Infinite Campus reporting warehouse on July 1. This data is used for state and federal reporting and funding purposes.

In Case You Missed It – 'Can I Bring Cookies?' – Title1Admin
On Jan. 31, Title1Admin featured an article titled, "Can I Bring Cookies?" as a part of its ongoing “Can You Pay For …” series, which features examples of allowable or unallowable uses of funds.
While the article provides several “tests” or strategies to determine the allowability of food costs for parent and family engagement, please keep in mind that individual districts or states may have their own additional guidance regarding the purchase of food. Be sure to revisit the April, 2022 Title I, Part A Webinar for the Kentucky Department of Education’s (KDE’s) guidance on providing food for family events with Title I funds. As a refresher:
- Title I, Part A funds may be used to purchase light snacks for parent and family engagement events.
- Meals are not an allowable purchase.
- Review the amount budgeted for snacks to ensure that it’s reasonable.
- Some districts determine a percentage of a school’s parent and family engagement funds that may be spent on food.
- Encourage schools to consider other funding sources that could pay for meals to encourage attendance.
As a reminder, KDE is providing every school district in the state with a subscription to Title1Admin throughout the 2022-2023 school year. If you still don’t have access to this resource, email Erin Sudduth.
Reminder: Tentative 2023-2024 Title I, Part A Census Poverty and Hold Harmless Rates
An explanation of tentative census poverty data and tentative hold harmless rates is available on the Title I, Part A Documents and Resources webpage. These numbers, used in part to allocate Title I, Part A funds, can now be used to produce an estimate of your 2023-2024 school year Title I, Part A allocation.
The information should be used to produce an estimate of your 2023-2024 school year Title I, Part A allocation for planning purposes. It is highly recommended each district carefully review the information included in the document upon issuance.
During review, bear in mind that all data provided in the attachment is tentative and is provided for planning purposes only. It does not represent your district’s final Title I, Part A allocation for next school year.
Additional information on tentative census poverty and hold-harmless rates is available in the December 2022 Title I Webinar.
