KyMTSS Self-Assessment Tool
New resource to guide and help teams assess progress toward full MTSS implementation.

The KyMTSS Self-Assessment Tool is designed to support district and school leaders and teams responsible for MTSS implementation. The tool is aligned with Kentucky’s six essential elements and uses them to drive systematic change. Additionally, the tool is intended to assist with resource identification and action planning for MTSS implementation.
The KyMTSS Self-Assessment is organized into six sections and embeds a mini-action planning section with each of the six essential elements. The tool primarily limits a key feature to one essential element to keep the document manageable and user friendly. In practice, all features may be applied to multiple essential elements in an effective MTSS framework.
A special thank you to the Kentucky Department of Education colleagues, regional cooperative teams, district leaders, school administrators and various MTSS partners who provided feedback throughout the development of the KyMTSS Self-Assessment Tool.
Suggestions for Use:
- Teams administer the KyMTSS Self-Assessment annually to establish a baseline and to monitor implementation progress at the organizational level.
- Teams administer an essential element of the KyMTSS Self-Assessment tool to guide the implementation of a given essential element.
- Teams, MTSS Leads or administrators can utilize the KyMTSS Self-Assessment Tool to highlight key terms for common language and core concepts of the KyMTSS Framework, including the six essential elements.

Regional Support for KyMTSS
The Kentucky Department of Education (KDE) is partnering with the eight regional educational cooperatives to provide training, follow-up support and coaching on creating, building and sustaining an integrated multi-tiered system of supports (KyMTSS). Exciting work is underway at the cooperatives as they meet the needs of the districts and schools in their regions. Here are a few highlights:
The Central Kentucky Educational Cooperative hosted multiple districts for an MTSS overview training on Nov. 9.
The Coronavirus Response and Relief Supplemental Appropriations Act Team led the districts through the six essential elements of the KyMTSS Framework, using anchor questions for the day. Participants were asked to consider what the six essential elements truly look like through an “equity” lens. Additionally teams were asked to consider how they help ensure all students, families/caregivers and stakeholders have equitable access to the support and opportunities they need.
The Kentucky Educational Development Corporation Instructional Supervisors and Professional Development Coordinators Cadre met on Oct. 26. Ashley Hill, Corbin Independent, shared highlights of the district’s MTSS implementation journey. The group plans to focus on MTSS implementation and support during their 2022-2023 meetings.
District and school teams in the Kentucky Valley Educational Cooperative region met on Nov. 30 for an MTSS overview and action planning session. Part of the day included a probability equation where teams explored desired student outcomes, knowledge of the school community and the impact of educator actions.
