National ESEA Conference Scheduled for Feb. 1-4
The National ESEA Conference is aimed at coordination among federal education programs under the Elementary and Secondary Education Act and other federal programs. The conference will be Feb. 1-4 in Indianapolis and will feature more than 100 sessions and four keynotes.
Formerly called the National Title I Conference, the event remains committed to sharing resources pertinent to Title I, as well as a host of other federally-funded education programs. Participants include state agency officials, school district administrators, school building leaders and teachers. Registration for the 2023 National ESEA Conference, hosted by the National Association of ESEA State Program Administrators (NAESPA), is open now.
Attendees will receive current information through sessions from representatives from the U.S. Department of Education, national experts and practitioners, and opportunities to network with colleagues from across the country. All sessions will be focused on ESEA and related federal programs.
This year’s conference will be a hybrid event and participants may join virtually or in-person in Indianapolis. Visit NAESPA’s conference webpage to view the conference schedule.
Depending on the level of interest and availability of funds, the Kentucky Department of Education (KDE) anticipates paying the registration fees for one to two people from each district to attend the conference. Coordinators interested in attending should complete our ESEA Conference Survey by Nov. 4.
Provide Ongoing Support to Private/Non-Public (PNP) Schools and Students
Consultation with participating PNP schools does not end with the completion of the equitable services packet in the spring. Section 1117(b)(3) of the Every Student Succeeds Act (ESSA) states that consultation meetings with PNP schools receiving services “shall continue throughout the implementation and assessment of services provided under Title I, Part A.”
The Non-Regulatory Guidance for Providing Equitable Services to Eligible Private School Children, Teachers, and Families references this requirement multiple times. Ongoing consultation throughout the school year helps to ensure effective program implementation, service delivery and assessment of equitable services (see question A-7). It also provides a forum for PNP school officials to alert the district to any obstacles in meeting deadlines (see question B-31).
Incorporating a budget review or update during these consultation sessions can help the district ensure that funds are being spent in a timely fashion. This supports the district in meeting the 15% carryover limitation requirement of ESSA 1127(a).
Consider how your district supports PNP schools receiving services; is there anything that can be done to strengthen that support? Ongoing support to those PNP schools served by Title I includes, but is not limited, to:
- Regular visits by district supervisor to Title I classrooms and regular communications; with PNP school teachers and officials about student progress and program compliance;
- Assessment of student progress and evaluation of program effectiveness;
- Determination of criteria for making program modifications when annual progress is not achieved;
- Conducting professional development and parent and family engagement activities; and
- Continued consultation with PNP school administration to ensure that agreed upon services are meeting needs.

Coordinator's Year at a Glance – Suggested Tasks for November
- Submit Comparability Report in GMAP.
- Ensure schools have documented the distribution of school-family compacts (e.g., copies of signed compacts, signatures of parents who have received the compact).
- Discussion of school-family compact as it relates to each child’s individual achievement during a parent conference at the elementary school level should occur by the end of the month.
