Updated Senate Bill 1 Guidance and Model Curriculum Policy Available Online
On April 13, 2022, the Kentucky legislature passed Senate Bill 1 (SB 1), which included changes that affect SBDM councils. Those changes took effect on July 14.
The Kentucky Department of Education (KDE) created guidance to answer some of the questions that schools and councils may have and recently posted an updated version that includes additional questions from districts and schools.
To assist councils with meeting the requirements of SB 1, KDE created a model curriculum policy to guide SBDM council members as they amend their curriculum policies to align to SB 1. The policy includes procedures related to an effective writing program aligned to the curriculum responsibilities under KRS 158.6453(19) and to determine congruency and alignment to the KDE’s Guidelines for Including an Effective Writing Program Within the Curriculum for districts. The guidelines establish that all students shall be provided multiple opportunities to develop complex communication skills through writing and shall be allowed student choice and exploration.
SAAR Minority Report
Schools having 8% or greater minority membership in their student population based on the Superintendent’s Annual Attendance Report (SAAR) are required to have minority membership on their school council [KRS 160.345(2)(b)2].
To determine whether a school must have at least one minority member on its council, consult the summary sheet in the current SAAR Report on the SBDM Technical Documents webpage. Schools also may reference their own Infinite Campus (IC) data from the preceding Oct. 1. If IC data is used, documentation must be archived on site for five years. Please note that the Kentucky Department of Education is again using 2019-2020 SAAR data this year and will reinstate the collection of data during the 2023-2024 school year.
If the council does not have a minority member after the general election and is subsequently required to add a minority parent and a minority teacher member in a special election, the principal must work with parent and teacher organizations to select minority parent and teacher representatives. Traditional six-member council membership will increase to eight (one administrator, three parents and four teachers). Those schools identified for comprehensive support and improvement (the list can be found on the current SAAR Report) are required by KRS 160.346 to create an advisory leadership team (ALT) after its audit has occurred. When forming the ALT, the principal must collaborate with the turnaround team to establish an advisory leadership team representing school stakeholders, including other school leaders, teachers and parents. When establishing the advisory leadership team, the principal must ensure that schools having 8% or more minority students enrolled, as determined by the enrollment on the preceding Oct. 1, must also have at least one minority member serving on the advisory leadership team.
The ALT has several statutory and regulatory responsibilities and must contribute to the three year turnaround plan. Likewise, all meetings of the advisory leadership team must be open to the public. The duties of the team must include:
- Providing support for systems that seek to build capacity in school leadership;
- Promoting positive school climate and culture; and
- Supporting the continual use of data-driven decision-making to support school improvement.
School Profile Report Requirements and Timeline
KRS 158.6453 (Senate Bill 1, 2017) requires all principals to complete the School Profile Report by Oct. 1 each year for visual and performing arts, health education and physical education (practical living), career studies and world languages.
The School Report Card satisfies the requirement of KRS 158.6453(20)(b), which requires the department to include a link to each school’s profile report on its website. The link to each school’s profile can be found at the bottom of the organizational landing page of the School Report Card.
Principals should begin completing the items for the School Profile Report in the School Report Card Collector Tool based on information from the 2021-2022 school year. All collection items are due no later than Sept. 16; however, KDE recommends that this be completed, when possible, by the end of August to allow time for SBDM council member signatures prior to the Oct. 1 due date.

The essential workplace ethics program details are new to the School Profile Report this year. Three questions were added to the SRC Collection Tool in the career studies area to capture program information for each school:
- A description of the school’s workplace ethics program;
- The URL of the Workplace Ethics Program website; and
- The percentage of students at the school having attained local board approved essential workplace ethics requirements.

After ensuring accuracy, principals should print the School Profile Report for signatures. Printing of the School Profile Report can be done from the school’s downloads function of the School Report Card Approval Tool. Senate Bill 1 (2017) requires the School Profile Report be approved by the SBDM council and include signatures of all its members, the principal and the superintendent. If the school does not have an SBDM, it should be signed by the principal and superintendent. Once complete, schools should post the document to their school website. A hard copy must remain on file at central office and be available upon request.

School Profile Report Instructions: Provides instructions for the completion of the collector items in the School Report Card collection tool.
- The School Profile Report does not have to be electronically submitted to KDE; data entry in the School Report Card satisfies this requirement.
- The School Profile Reports are only required at the school level; there is not a district level School Profile Report.
- Schools classified as an A6 (Kentucky Educational Collaborative for State Agency Children facility) do not have to complete the School Profile Report.
