Senate Bill 1 Guidance
On April 13, the Kentucky legislature passed Senate Bill (SB) 1, which includes changes that affect school-based decision making (SBDM) councils.
Although the passing of this bill impacts several statutes, this Kentucky Department of Education (KDE) guidance document focuses on changes to KRS 160.345, most notably the transfer of curriculum determination and principal selection from the SBDM council to the superintendent. KDE created this guidance to answer some of the questions schools and councils may have. The changes from SB 1 will take effect on July 14, 2022.
KDE also has amended its model consultation policy to assist schools with procedures related to principal selection and to align with SB1. The bill requires SBDM councils to modify their consultation policy to include procedures to assist the council with consultation in the selection of the principal by the superintendent and the selection of personnel by the principal, including but not limited to meetings, timelines, interviews, review of written applications and review of references. The consultation policy must continue to address situations in which members of the council are not available for consultation.
Also, SB 1 allows for a separate principal selection process for those SBDM councils operating in a consolidated local government. KDE created a separate and distinct model policy that supports those statutory processes.

KDE to Offer Summer SBDM Trainings for Experienced Members
The Kentucky Department of Education (KDE) will offer a free virtual training through Microsoft Teams for experienced SBDM council members.
The training will be conducted over the course of two days and each mini-session will last 1.5 hours. Participants must attend both sessions in order to meet the three-hour annual training requirement for experienced members. Please use this Google Form for registration.
KDE will train council members on the "Council’s Role with Continuous Improvement" module.
- Part One: 9:30-11 a.m. ET on June 22
- Part Two: 9:30-11 a.m. ET on June 23
KDE also will be hosting three in-person SBDM trainings for any experienced council member to showcase its new training module, "Rise to Proficiency: Councils and Family and Community Partnerships." Dates and locations of SBDM trainings are listed below; each training session begins at 9 a.m. local time and ends at noon.
A maximum of 40 participants will be allowed at each training location and the trainings are at no cost to participants. Register for one of these experienced SBDM sessions online.

- Monday, July 18: Garland Building, London (9 a.m.-noon ET)
- Tuesday, July 26: VanHoose Education Center, Louisville (9 a.m.-noon ET)
The Groundswell Summit - Training Opportunity
On June 16-17, the Prichard Committee is hosting "The Groundswell Summit: Building a Groundswell for a Big Bold Future" at the Ignite Institute, STEAM Fields High School, in Erlanger.
The theme of the conference is “What does a great school look like?” and will cover topics like family engagement, school-based innovations and equity. Spots are limited, but attendance will count toward SBDM experienced member training credit and an Effective Instructional Leadership Act number will be included in the SBDM Database.
