KDE to Offer Summer SBDM Trainings for Experienced Members
The Kentucky Department of Education (KDE) will be offering a free virtual training through Microsoft Teams for experienced SBDM council members.
The training will be conducted over the course of two days and each mini-session will last 1.5 hours. Participants must attend both sessions in order to meet the three-hour annual training requirement for experienced members. To register, please complete the Google Form.
KDE will train council members on the "Council’s Role with Continuous Improvement" module.
- Part One: 9:30-11 a.m. ET on June 22
- Part Two: 9:30-11 a.m. ET on June 23
KDE also will be hosting three in-person SBDM trainings for any experienced council member to showcase its new training module, "Rise to Proficiency: Councils and Family and Community Partnerships." Dates and locations of SBDM trainings are listed below; each training session begins at 9 a.m. local time and ends at noon.
A maximum of 40 participants will be allowed at each training location and the trainings are at no cost to participants. To register for a session, please complete this Google Form.

Legislative Update
The 2022 legislative session has ended and Senate Bill 1 (among other educational bills) did pass. The passing of this bill will affect SBDMs by:
- Allowing council elections to be conducted electronically and over several days;
- Transferring the authority of curriculum, and textbook and instructional materials selection to the superintendent after consulting with the local board of education, the principal and the council; and
- Transferring the authority of principal selection to the superintendent after consultation with the council. In districts with a consolidated local government, the council will still participate in the principal selection process and final selection must be approved by the superintendent.
Another bill that passed in this session that will impact SBDMs is House Bill (HB) 453. This bill amends KRS 61.826 and affects the Open Meetings law. The changes include:
- Requiring meetings that are conducted by video teleconference to provide specific information on how the public or media can view the meeting electronically and a primary physical location must be determined for the public to attend.
- Requiring members of the public agency (SBDM council) to be visible on camera at all times.
- If a regular meeting is changed to a video conference, the meeting shall remain a regular meeting if it occurs on the same date and time as originally scheduled and the public agency follows the provisions of KRS 61.823(4) to provide a notice that meets the requirements of KRS 61.826(2)(b) to (d).

2022-2023 KDE/Cognia Diagnostic Review Team Member Invitation
The Kentucky Department of Education (KDE) and Cognia are accepting applications for Diagnostic Review team members to serve during the 2022-2023 school year.
Distinguished practitioners support the Diagnostic Review process by serving alongside KDE and Cognia staff to examine school/system data, leadership, learning conditions, policies, practices, curriculum and culture that promote student learning. By using current practitioners – those who are currently serving or have served within the past three years – statewide leadership capacity is built to accelerate student performance, enhance school and system effectiveness and realize a common strategic goal of college and career readiness for every student.
Practitioners eligible to serve include the following:
- Principals, assistant principals, all school-level administrators, supervisors, coaches;
- Superintendents, assistant superintendents, all district-level administrators, supervisors, directors;
- Teachers;
- Parents or legal guardians; and
- University representatives.
