Kentucky's Multi-Tiered System of Supports (KyMTSS)
Over the past few months, the KyMTSS newsletter has highlighted essential elements of the KyMTSS framework. Our focus this month is Selection of Evidence-Based Instruction, Intervention and Supports
Selection of Evidence-Based Instruction, Intervention and Supports
Evidence-based practices are inherent to the successful implementation of a comprehensive and integrated MTSS. Within this framework, district and school teams use data-based decision-making and stakeholder input to guide the selection, adoption and implementation of a continuum of evidence-based instructional practices, programs and strategies that align to the academic, behavioral and social-emotional needs of all students.
The instruction, intervention and supports selected and delivered across the continuum of a multi-tiered system of supports (MTSS) must be grounded in evidence that demonstrates improved student outcomes for the identified need and the target population served. The use of evidence-based practices improves efficiency of the response to the needs of both the system and the targeted population because educators start with what is known to be effective.
In an effective MTSS implementation, collaborative problem-solving teams develop and consistently use a systematic process to review, select and de-select evidence-based instructional resources, interventions and supports that are aligned to the Kentucky Academic Standards, schoolwide behavioral expectations and core social-emotional competencies.
The Hexagon: An Exploration Tool, KDE Adaptation, 2019 is a resource for teams that can be used at any stage in the selection, adoption or review process. This tool uses the following six key indicators to guide selection and help teams assess fit and feasibility of current and potential resources, programs and practices:

Strength of the evidence that demonstrate effectiveness;

Usability in terms of being well-defined, replicated, model sites and adaptations for context;

Supports needed to fully implement (e.g., staffing, professional learning and coaching, data systems, funds);

Need within the district or school (e.g., target population identified; disaggregated data indicating population need, addresses service system gap);

Fit with existing priorities, practices and initiatives; and
-
Capacity within the district/school to successfully implement (e.g., staffing, funds, professional learning/coaching, etc.).
The Kentucky Department of Education's (KDE's) Office of Continuous Improvement and Support has provided a variety of tools and resources to support districts and schools in understanding, identifying and implementing evidence-based practices. Upcoming Professional Learning Opportunities
Kentucky Regional Educational Cooperatives: Multi-Tiered System of Supports (MTSS) Training for District and/or School Teams.
This training will focus on creating, building and sustaining an integrated multi-tiered prevention system for academics, behavior and social-emotional development. Participants will gain an understanding of the essential components of the KyMTSS Framework and effective implementation at the district and building level.
Teams will be encouraged to participate in future Regional MTSS Network events, have opportunities to work with specialists during team time and request district coaching around MTSS.

KYABRI: If you have staff with a need for ongoing coaching to reduce classroom disruptions, to increase scaffolding supports and/or needing instructional strategies for reading comprehension, the University of Louisville Kentucky Academic and Response to Intervention (KYABRI) is offering an ongoing virtual professional learning series.
