Staffing Allocations Reminders
Tentative staffing allocations should be sent to school councils by March 1, with a final allocation date of May 1. If a district plans to revise its staffing formula for the 2022-2023 school year, it will need to send its updated staffing allocation worksheet to the Kentucky Department of Education (KDE) for approval. These updates can be emailed to Ashlie Cox.
A sample staffing allocation worksheet can be found on the SBDM Technical Documents page on the KDE website under “SBDM Staffing Allocations.” Please allow time for KDE to review the allocations prior to May 1.
Staffing allocations for certified staffing positions are determined based on projected full-time equivalent enrollment. Section 4 of 702 KAR 3:246 states that "[a] board staffing policy or guidelines shall be established to determine the number of allocated positions for certified staff for each school. To determine the allocation to school councils for certified staff, the district shall provide sufficient funds: (a) To meet class size caps and pupil contact hours established in KRS 157.360 based on the projected full-time equivalent enrollment for the upcoming school year.”
Section 6 (Other Minimum Allocations) and Section 7 (Distribution of the Balance) of the regulation is articulated differently and specifically references average daily attendance when determining allocation amounts under those sections. When determining Section 6 and 7 allocations for the 2022-2023 school year, districts should use the year they selected for base funding – either 2018-2019 or 2019-2020 ADA.
Alternative Model Regulation Guidance
The SBDM regulation 701 KAR 5:100 has been amended to allow school councils to add additional voting members, such as students and classified staff, to their council’s membership through an alternative SBDM application process.
In addition to adding voting students and classified staff to councils pursuant to KRS 160.345(7), the amendment also allows a school to develop a model that includes non-voting council members without the prior approval of the Kentucky Board of Education (KBE). Students or classified staff may be added to the council in an advisory role to offer insight and opinions, but may not have voting rights unless the council seeks and is granted approval by the KBE for an alternative SBDM.
The Kentucky Department of Education (KDE) has created a guidance document that answers some of the questions schools and councils may have when they are considering adding a voting student or classified staff member and/or if they wish to add non-voting members. The alternative model application can be found on the KDE website. Applications for alternative models must be submitted on or after Jan. 1 and prior to March 1.
Monthly Agenda Topics
The Kentucky Department of Education (KDE) recently updated the SBDM Monthly Agenda Topics guidance document. The topics and reminders listed within the resource are suggestions for consideration for principals when planning agendas for monthly SBDM meetings.
February topics include:
- Councils should progress monitor the CSIP and adjust course as needed.
- Council consults with the school media librarian on the maintenance of the school library media center, including the purchase of instructional materials and equipment (KRS 160.345, Section 2(g)).
Family Engagement Webinar
Based on feedback from principals in 2021, the Kentucky Collaborative for Families and Schools is launching a new, monthly webinar focused on helping schools understand family engagement evidence-based practices. On the 2nd Wednesday of every month, one evidence-based family engagement program or strategy will be highlighted.
Participants will hear from a Kentucky school currently implementing that program and close with Q&A from a KDE staff member in the Division of School and Program Improvement. The first webinar is scheduled for Feb. 9 at 11:30 a.m.-1 p.m. ET.

The SBDM office is planning and preparing for this year’s SBDM trainings, including the endorsement training for coordinators and trainers. This is a mandatory training that all coordinators and trainers must attend to keep their SBDM endorsement for the next school year.

February SBDM Webinar and New Coordinator Training Webinar
There will not be a February SBDM webinar as staff work to prepare for March’s endorsement trainings. The regular monthly webinars resume in April.
Please note, however, that there will be a webinar on Feb. 23 at 10:30 a.m. ET for any coordinator or trainer new to the role in the past few months or who will be taking on this role in the 2022-2023 school year.
