Final Data Files After Ten-Day Regulatory Data Review
The ten-day regulatory data review period after the public release and the final data review period in the Student Data Review and Rosters (SDRR) application are complete. All approved data review changes have been applied to the system. These data changes will be updated in the School Report Card (SRC) soon.
Data that reflect changes made in the SDRR application for ACCESS, Alternate ACCESS, K-PREP, Alternate K-PREP, and Cohort Graduation Rate during this data review are now available in the KDE Applications Login. Additionally, K Screen, School Climate and Safety and The ACT are included in the spreadsheets.
DACs will download the zipped files with student information. The zipped files for each district can be found under the Student Data Detail. The file name is, "SD21_District Number_DataReview_2021_DistrictName_20211015.zip”. The zip file contains seven folders. The folders contain spreadsheets for each school and district on the following:
- EL (English Learners)
- Graduation Rate
- K Screen

K-PREP NAPD - (Novice, Apprentice, Proficient, and Distinguished) for Reading (grades 3-8, 10), Mathematics (grades 3-8, 10), Science (4, 7, 11), and Writing (5, 8, 11)

Additional Suppression in Files and SRC
To protect student privacy, the Kentucky Department of Education (KDE) increased the amount of suppressed data released publicly in the 2020-2021 School Report Card (SRC). Because of the audit by United States Education Department (USED) of the 2018-2019 school report card (SRC), the Office of Assessment and Accountability (OAA) has been required to implement a good reporting practice.
Since the public release in Sept., KDE received additional guidance from the USED that requires at least 3 students per performance level for reporting. This is an additional safeguard on student data that OAA must implement. Therefore, KDE will take more precautions to increase the amount of suppressed data publicly. This results in more data being suppressed in the SRC. Schools and districts will receive all data including individual student and summary data.
To help understand why data is being suppress, the NAPD reports (both grade and level) have been updated to include the reason the data was suppressed and what the actual percentages are (columns T through Y). The reason for the suppression falls into 4 categories:
- FERPA – There is a FERPA issue that the data cannot be reported because of student result identification.
- FERPA <10 – There is a FERPA issue that the data cannot be reported because of student result identification and there are less than 10 students tested
- NAPD Count <10 - if NAPD population is <10 (less than 10 students tested) and does not have a FERPA issue (not flagged by FERPA <10), then it is flagged by 'NAPD Count <10' and suppressed for good reporting practices.
- PL Count <3 - If NAPD population is >=10 (10 or more students tested) and does not have a FERPA issue (it is not flagged by FERPA) and at least one Performance Level (PL) is < 3 students then it is flagged 'PL Count < 3' and suppressed for good reporting practices.
The updated spreadsheets were discussed last week in the DAC Webcast PowerPoint and during the October DAC Monthly Webcast. Please note that KDE received direction from USED after the webcast that a minimum of 3 students per performance level was required to receive federal approval. Therefore, the spreadsheets have been updated with that change and the SRC will be updated to be consistent for public reporting. The public 2020-2021 SRC will be updated soon to remove some student data as required by USED.
