2020-2021 Title I, Part A Comparability Report Due Nov. 1
Section 1118 of the federal Every Student Succeeds Act (ESSA) requires districts to submit supporting documentation that establishes each district has provided comparable services in each of its schools using general funds.
The 2020-2021 comparability report, the guide for completing it and instructions for submitting the report in GMAP can be found on the Title I, Part A webpage. The comparability report workbook is located in the GMAP district document library. The report is to be submitted for approval in GMAP by Nov. 1.

Open Applications
Remember to periodically revisit all open applications in GMAP and work with your finance officer to adjust and align to actual spending.
KDE recommends this exercise of alignment, at minimum, be done quarterly. But with the changing landscape of COVID-19 and additional relief funds, you may find that you need to revisit your spending plans more often to revise staffing and budget items.
Right to Know - Teacher Certification
ESSA 1112(e)(B)(i) requires schools to send notification letters to parents when their child is taught for four consecutive weeks by a teacher that does not meet state certification standards, to include long-term substitutes and those on emergency certification.
For clarification, a teacher who holds a temporary provisional certificate – including those issued pursuant to Option 6, Temporary Provisional – meets the applicable certification requirements at the grade level and subject area for which the certificate is required and does not require parental notice under ESSA.
Monthly Title I Webinar
The September Title I webinar and accompanying PowerPoint are available on the Title I, Part A Documents and Resources webpage. During the webinar, information centered around: GMAP application and updates, a brief overview of comparability, updated monitoring checklists and provisions of 704 KAR 7:090 Homeless Children Education Program.
The October webinar will be held on Oct. 28 at 10 a.m. ET. A reminder email will be sent before the webinar.

New Consultant Joins Division of School and Program Improvement
We welcomed a new consultant, Whitnee Pearce, to KDE on Oct. 1.
Pearce will work with Title I, Part A, and Title V (Rural and Low-Income Schools) programs. She will begin transitioning into working with districts during the next few weeks.
