Systemic Issue Identified and Suppression Data Clarification
Thank you to District Assessment Coordinators (DACs), Building Assessment Coordinators (BACs), and everyone who have reviewed the assessment data this morning during Quality Control (QC) Day. The process is working!
At this point, there is only one discrepancy that has been identified as a systemic issue.

There was a data load issue for the following demographic groups: Title 1, Migrant, Gifted/Talented, Homeless, Foster and Military. This is a systemic issue that the Office of Assessment and Accountability (OAA) is working on and will correct prior to the public release.
The other issue that is not systemic, but has generated the most questions, is the suppression of data.

The Kentucky Department of Education (KDE) was required to make an adjustment to the suppression process based on a finding from the United States Education Department (USED) Consolidated Performance Review to ensure that it was sufficient not to reveal any personally identifiable information. In response to the finding, KDE has revised the business rules for reporting to apply a minimum number of students to individual cells. This procedure means that performance level data is not reported for a student group if there are zero students in an individual performance level cell. The rule requires a minimum of one student for each performance level cell.

Also, priority is given to reporting school level data. When districts have alternative schools, the counts are often small and that can cause the district data to be suppressed as well in order to report the A1 school data.

As a reminder, suppression impacts aggregated data for public reporting in the School Report Card. Through the secure data spreadsheets, school and district staff receive all student information by test and content. Slide 19 of the Quality Control Day PowerPoint provides an explanation and a few examples of why data could be suppressed. Note: If a performance level (novice, apprentice, proficient, and distinguished) has no students, then all the performance levels will be suppressed for that grade/level and subject.
