School Profile Report
KRS 158.6453 (Senate Bill 1, 2017) requires all principals to complete the School Profile Report by Oct. 1 each year for visual and performing arts, health and physical education (practical living), career studies and world languages.
The School Report Card satisfies the requirement of KRS 158.6453(20)(b) which requires the department to include a link to each school’s profile report on its website. The link to each school’s profile can be found at the bottom of the organizational landing page of the School Report Card.
The School Profile Report responses should reflect information from the 2020-2021 school year.
School Profile Report Timeline
- After ensuring accuracy, print the School Profile Report for signatures. Printing of the School Profile Report can be done from the school’s downloads function of the School Report Card.
- Senate Bill 1 (2017) requires the School Profile Report be approved by the school-based decision making (SBDM) council and include signatures of all SBDM members, the principal and the superintendent. If the school does not have an SBDM, it should be signed by the principal and superintendent.
- Once complete, schools should post the document to its school website.
- A hard copy must remain on file at central office and be available upon request.
Updated SBDM Election Guidance
The Kentucky Department of Education (KDE) rescinded its email dated June 15, 2021, to SBDM coordinators which indicated schools implementing school-based decision making (SBDM) councils could no longer use electronic voting during its election processes as a result of Gov. Andy Beshear’s Executive Order 2021-386 (EO 2021-386).
KDE is pleased to share that electronic voting is a viable option for councils both during and beyond the COVID-19 pandemic. To assist schools and constituent groups with their voting options, KDE created an official guidance document for schools and respective constituent groups to follow.
Voting in SBDM elections may now occur in-person, electronically, mail-in or through a combination of methods. Regardless of the voting method, the election should be widely publicized to voters and a record of all ballots cast must be maintained. Reasonable steps should be taken to ensure only eligible voters cast votes and that only one vote is cast per eligible voter. Among other topics, the official guidance document also addresses proxy voting.
SAAR Minority Report
Schools having 8% or greater minority membership in its student population based on the Superintendent’s Annual Attendance Report (SAAR) are required to have minority membership on the school council [KRS 160.345(2)(b)2].
To determine whether a school must have at least one minority member on its council, consult the SAAR summary sheet on the SBDM webpage. Schools may also reference their own Infinite Campus (IC) data from the preceding Oct. 1. If IC data is used, documentation must be archived on site for five years.
If the council does not have a minority member after the general election and is subsequently required to add a minority parent and a minority teacher member in a special election, the principal must work with parent and teacher organizations to select minority parent and teacher representatives. Traditional six-member council membership will increase to eight (one administrator, three parents and four teachers). Schools identified for comprehensive support and improvement are required by KRS 160.346 to create an advisory leadership team (ALT) after its audit has occurred. When forming the ALT, the principal must collaborate with the turnaround team to establish an advisory leadership team representing school stakeholders, including other school leaders, teachers, and parents.
When establishing the advisory leadership team, the principal must ensure that schools having 8% or more minority students enrolled, as determined by the enrollment on the preceding Oct/ 1, also must have at least one minority member serving on the advisory leadership team. Schools meeting this criteria are identified on the current SAAR Report.

Council & ALT Verification Data
Pursuant to KRS 160.345(6), the principal, through the superintendent, is required to forward to the Kentucky Department of Education (KDE) the names and training verification of all SBDM council members by Nov. 1.
Principals of schools identified for comprehensive support and improvement (CSI) must provide to the department the names and addresses of advisory leadership team (ALT) members appointed pursuant to KRS 160.346(8)(f). KDE accepts the names of ALT members in the SBDM database.
