Balanced Assessment Section of the Model Curriculum Framework Now Available!
The newly published section three of the Model Curriculum Framework (MCF) (2020), per KRS 158.6451, focuses on the role of a comprehensive, balanced system of assessments in helping to support strong, standards-aligned instruction and creating a more equitable learning environment for students through the formative assessment process.
This section addresses the need for a comprehensive, balanced approach to assessment in every school and/or district and clarifies the work that defines each stage in the formative assessment cycle. In addition, this section outlines specific pedagogical strategies teachers can employ as they elicit, interpret and act on the evidence of student learning aligned to the learning expectations, as well as provides teachers with considerations for each content-specific discipline.
To support schools and districts in implementing balanced assessment, the Kentucky Department of Education has created supplemental resources located in the appendix of the MCF, including professional learning modules for each of the six components of the assessment cycle. Each of the six balanced assessment modules can be found on kystandards.org and include a PowerPoint, facilitator’s guide and teacher collaboration activity.
The MCF provides guidance for schools and districts in implementing educational best practice in a way that positively impacts student achievement. This guidance is designed to support school and district leaders in developing and implementing standards-aligned resources through samples, templates, modules and toolkits.

In order to provide equitable learning environments for all students, it is important for schools and districts to translate the Kentucky Academic Standards into a guaranteed and viable curriculum. Additionally, it is critical that students receive strong, standards-aligned instruction supported by high-quality instructional resources (HQIRs).
The regional educational cooperatives, in partnership with the Kentucky Department of Education, will host live virtual meetings in March for district and school leaders to examine tools and resources available to create equitable learning environments at the local level.
The purpose of the meeting is to:
- Provide updates on existing resources from 2019 and 2020 March leadership meetings
- The Model Curriculum Framework (MCF), Section 1: Local Curriculum Design and Development Process (KRS 158.6451)
