Monitoring Overview 

Program monitoring is a requirement for all Title I, Part D (TIPD) subgrantees to ensure federal program compliance. The TIPD monitoring is on a three-year cycle.

Districts selected for monitoring during the current cycle have been notified through email. Due to the ongoing COVID-19 pandemic, the visits will take place virtually this year from 9 a.m. to 11:30 a.m. ET.  We will conduct interviews with district and facility personnel responsible for the TIPD program (district coordinator, facility contact, transition coordinator, finance officer, etc.). 

The TIPD monitoring visits allow Kentucky Department of Education (KDE) staff to provide technical assistance to ensure your program is in compliance with federal laws. We will review documentation ahead of time, as well as during the virtual visit.

Before the visit, you will receive a virtual meeting link and a sample schedule for the day. You will receive the monitoring checklist ahead of time; however, it also can be found on the KDE Title I, Part D Subpart 2 website. This checklist is to be used in gathering supporting documentation for your program. Within the document are lists of required evidence, per section, and best practices for your convenience.

The visit will end with a brief exit interview with district personnel and the facility program coordinator to discuss strengths and opportunities for improvement. The state coordinator managing your visit will send a report within 4-6 weeks of the visit to notify you of any actions that need to be taken to be in compliance. 

Monitoring Tips

  • Relax, this is an opportunity for KDE to provide technical assistance.
  • Use the monitoring checklist when gathering documentation for the visit; required documentation is included for each section
  • Collect and organize documentation to support the Part D program at the district level prior to the visit.
  • Make sure evidence is uploaded to SharePoint within two weeks of the date of the visit. The SharePoint link will be sent by Windy Newton.

National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth (NDTAC)

The U.S. Department of Education (USED) has awarded a new 5-year contract for the operation of  NDTAC to Longevity Consulting, LLC.  Please be aware that the NDTAC (https://neglected-delinquent.ed.gov/) website is still unavailable.

USED is working with the new contractors to transfer site content, and we hope that the website will be available for your use in the near future. We will notify you when the website is once again active.
