Annual Child Count Survey 

It’s that time of year again, child count season! The deadline for submission will be here before you know it.

The purpose of the Annual Child Count Survey is to provide the U.S. Department of Education (USED) with data required by Title I, Parts A and D of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA), for use in determining state allocations for Subpart 1 and Subpart 2 programs. In addition to the computation of grants, the survey provides the Kentucky Department of Education (KDE) and USED with current information on the location and number of children living in institutions for neglected and delinquent children.

KDE requires all Kentucky school districts to complete the Annual Child Count Survey to ensure federal compliance and to keep current records on all eligible institutions in the state.

Federal funding for children and youth who are considered neglected, delinquent or at-risk is directly affected by this count and is subject to an audit by USED. It is important the information submitted annually is complete, accurate and well documented.

The Annual Child Count Survey is in the Grant Management Application and Planning System (GMAP) for both Subpart 1 and Subpart 2.

If you have questions regarding institution and student eligibility for the annual child count, you may reference the Title I, Part D Handbook, starting on page 21. Visit KDE’s Title I, Part D website to view additional neglected and delinquent (ND) program resources.

Subpart 1:

All state agency child counts need to be submitted by Friday, Dec. 4. This is a one-day count selected by your state agency director to help generate Title I, Part D Subpart 1 funding. An email will be sent from your state agency director regarding the selected count day. For verification purposes, Kentucky Department of Juvenile Justice facilities will need to upload their school calendars into GMAP before submission.

Subpart 2:

All local education agency (LEA) child counts must be submitted by Nov. 20. The count period is Oct. 1-30.

The verification process remains the same as in previous years. LEAs will need to run the student ND Child Count ad-hoc report after Oct. 30 in order to capture all students enrolled within the 30-day count window. Any additional students will need to be added in the specified survey portion in the GMAP report.

The Pathway to Success

Virtual Monitoring 

The KDE N&D Program will be performing monitoring visits virtually. To ensure program effectiveness and compliance, the federal government requires program monitoring for all Title I, Part D (TIPD) subgrantees.

Title I, Part D Subpart 2 monitoring is on a three-year cycle. If your district is scheduled to be monitored during the current cycle, you already have been notified by email.

Here are some tips to help you prepare for your monitoring visit:

  • Relax! This is an opportunity for KDE to provide technical assistance.
  • Collect and organize documentation to support the TIPD program (at the district level) prior to the visit.
  • Make sure evidence is uploaded to SharePoint two weeks before your monitoring visit. (The SharePoint link is sent from Windy Newton: windy.newton@education.ky.gov.)
  • Use the monitoring checklist when gathering documentation for the visit (examples are in italics).
  • Contact your state coordinators if you have questions.

National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth (NDTAC) Update

After many years of service, NDTAC is no longer providing technical assistance to Title I, Part D (TIPD) programs.

This change occurred within the past several weeks. Consequently, their website and resources are no longer available.

The Kentucky Department of Education is working to remove all links to NDTAC resources from its TIPD guidance documents, so should you encounter an outdated NDTAC link, please be patient with us. As we move forward, we will keep you updated on any potential replacement for NDTAC that may be a resource for your TIPD programs.
