Embargoed Data Timeline

Assessment data are now available for 2020 public release to districts and schools online and in the Secure Web Application. When in the Secure Web Application, select the Student Data Detail (Excel and PDF) for the updated zip files with spreadsheets.

Updated Summary Spreadsheets within ZIP File
Updated summary spreadsheets are available in the Secure Web Application in one zipped file. These spreadsheets have been updated from Quality Control (QC). DACs will download the zipped files with student information. The zipped files for each district can be found under the Student Data Detail- example of the file name "SD20_ddd_Public_2020_DistrictName_20200930.zip”. The “ddd” is the district number. The zipped files contain three folders, Aggregated Data, Long Term Goals and Student Listings. The folders contain spreadsheets for each school and district on the following:

  • Aggregated Data
    • ACCESS Attainment
    • ACCESS for ELLs
    • Graduation Rate
    • School Climate and Safety - data will not be part of public reporting. Students in the Alternate Assessment Program were unable to participate.
  • Long Term Goals
    • English Learners
    • Graduation Rate
  • Student Listings
    • ACCESS
    • Graduation Rate

Note: The Kentucky Department of Education’s Every Student Succeeds Act (ESSA) Consolidated State Plan includes goals of student performance in multiple areas (i.e. Academic Achievement, Graduation Rate, and Progress in Achieving English Language Proficiency). As required by ESSA, the progress toward these goals must be reported annually. Without testing in the academic areas due to school closures in spring 2020 because of COVID-19, Academic Achievement goals will not be reported this fall. Testing for English Language Proficiency was achieved prior to the pandemic and progress toward those goals can be publicly reported.

Goals for Progress in Achieving English Language Proficiency were based on students within the school, district or state for 100 days. Therefore, the entity (school, district or state) where English Learners have been for 100-days was collected. Graduation Rate goals are based on students graduating in that school, district or state and will be reported publicly.

Special SRCC and DAC Email
District Assessment Coordinators (DACs) and School Report Card Contacts (SRCC) should have received an email from the Kentucky Department of Education (kyde@public.govdelivery.com) with credentials to access the School Report Card (SRC) Preview Site. These credentials provide access to the School Report Card Landing Page. Note: Although the format, layout and display of the data may look different, the information presented in these URL is the same data included the summary files shared with DACs within the Secure Web application.

In addition to viewing embargoed data online, DACs (and others with similar rights in the system) will be able to access updated spreadsheets through the Secure Web Application.

Data to Media
On Monday, Oct. 12 at 8 a.m. ET, working media and district communications staff will receive an email from the Kentucky Department of Education (kyde@public.govdelivery.com) with links to an embargoed press release and secure password(s) to the same URLs that DACs, principals and superintendents received on Friday.

Public Release
On Wednesday, Oct. 14 at 8 a.m. ET, all assessment data will be made public. Kentucky’s School Report Card suite includes, School Report Card Main Landing Page and Research Data.

Nondisclosure of Embargoed Data
During an embargo, district and school staff may discuss the data results with teachers, local board members or School Based Decision Making (SBDM) council members; however, data cannot be shared in public meetings or by the media. District and school leadership may talk with media who agree to abide by the embargo. During any discussion with staff, please emphasize the data are embargoed. The Office of Assessment and Accountability (OAA) recommends DACs and principals ask colleagues discussing the data to read and sign an Embargoed Data Nondisclosure Agreement to emphasize the embargo. DACs should keep signed forms on file at the district office for one year.

Data Review after Public Release
A Special DAC Email will be sent next Wednesday, Oct. 14 when the embargo is lifted on instructions for completing the 10-day Data Review that occurs after Public Release.
