Question of the Week

Q: Is the new application for reporting testing allegations available?

A: Yes. The Kentucky Department of Education’s new application for reporting testing allegations, KDE/CORE ALLEGATION REPORTING, is now live. KDE worked with Caveon, a test security vendor, to create this user-friendly site. The previous allegation reporting site, Kentucky Testing Allegation Web Application, has been closed.

To access the application and file an allegation, all District Assessment Coordinators (DACs) should set up an account and create a password with Caveon. DACs should follow the directions to How to Set Up a Caveon ID

All documents and information on previously filed allegations are now on the KDE/CORE. Any information entered from this point forward or has already been entered and saved will be assigned a case number. Once Save or Save & Exit is clicked, the allegation is officially filed. The allegation cannot be edited, or additional documents uploaded. However, if Save as Draft is chosen edits or additional information may be added to the allegation.

Resources now available include:

  • New Reporting Application: KDE/CORE ALLEGATION REPORTING Application
  • New Issues Codes: Some of the codes have been combined, thus there now are only seven to choose from instead of ten.
  • New Incident Reporting Form: Same form but different name. This fillable PDF can be used to report incidents that need to be filed and uploaded to KDE/CORE site. It may also be used to document the allegations/ incidents that DACs have determined can and will be handled at the district level. (See page 18 of the Administration Code for more information and examples.) It is important to note that all allegations with the possibility of lowered scores must be reported to KDE.
  • Directions for Filing on KDE/CORE: Provides step-by-step directions for collecting documentation and filing an allegation.

Quality Control (QC) Review

The next phase of Fall Reporting is Quality Control (QC) Review. This review will take place Tuesday, Sept. 15 – Wednesday, Sept. 23. The purpose of QC review is for identifying big systemic issues with the data and submitting the issues on data discrepancy sheets, not for individual student changes. District Assessment Coordinators (DACs) will go to the Kentucky Department of Education (KDE) secure web application to download zipped files that contain the district and school files for aggregated data, long term goals and student listings. These spreadsheets will reflect the changes the schools and districts made to the data during Data Review and Infinite Campus (IC) for ACCESS, Alternate ACCESS and Cohort Graduate Rate. DACs will receive more detailed information of the QC Review process in a Special DAC Email when it opens.

To prepare for the QC Review, DACs should ensure access to the KDE secure web application.

ACT Sept. 22 Test Day – Unable to Test

If a school/district decides not to test on Sept. 22, secure materials that were originally intended for that Sept. 22 date must be returned to ACT. The school/district should keep manuals, answer documents, and other non-secure materials to use during the Oct. 6 test date. ACT has a prescheduled materials pickup on Sept. 23. Please ensure the secure materials that need to be returned to ACT are packaged for that prescheduled pickup date.

The school/district will have to place an additional order between Sept. 22-Sept. 25 for the Oct. 6 test date to obtain new secure materials. ACT Additional Order Materials Deadline

If additional standard time testing materials are needed for the Sept. 22 test date, the deadline to order the materials is Friday, Sept. 11. Directions for ordering the supplemental materials can be found under the Order Materials section of the PAN User Guide.

Updated WIDA Parent/Guardian Resources

World-Class Instructional Design and Assessment (WIDA) has five new or refreshed flyers for educators to share with parents, guardians, and families. These flyers, available in 13 languages, can be found in the Resource Library on the WIDA website, and on the Family Engagement page.

  • *NEW* What is Language Testing? – This flyer explains what language testing is, and why it’s important to help students build academic English language skills.
  • Explaining ELL Status – This flyer explains to families what it means to be identified as an English language learner, how their child was identified, and what the family should expect in terms of assessment and instructional support.
  • What is ACCESS for ELLs? – This handout helps parents and families understand the ACCESS for ELLs assessment, its components, and replaces the ACCESS for ELLs and Alternate ACCESS for ELLs Parent Handouts.
  • ACCESS for ELLs: Understanding Your Child's Scores – This flyer, replacing the Parent Guide for ACCESS for ELLs Score Reports, helps parents and families understand the Individual Student Report in a more comprehensible format.
  • Alternate ACCESS for ELLs: Understanding Your Child's Scores – This flyer replaces the Parent Guide for Alternate ACCESS for ELLs Score Reports and presents the information in the Individual Student Report in a more comprehensible format.

Wayne County Public Schools

The Wayne County School District is located in southern Kentucky, on the southeast shore of Lake Cumberland. The district has an enrollment of 3,200 students, attending five schools: Wayne County High School (9-12), Wayne County Middle School (6-8), Monticello Elementary (3-5), Bell Elementary (1-2) and Walker Early Learning Center (Pre-Middle - K).

Wayne County has a rich history of public education, dating back as far as the 1830s. In fact, Wayne County was the first county in the Commonwealth whose citizens voted to authorize a system of public schools.

Almost 200 years later, the Wayne County School District is still committed to being “first in public education.” One tangible expression of this commitment is the recent opening of a new Wayne County Career and Technology Center. This state-of-the-art facility provides students at Wayne County High School access to programs in agriculture, auto mechanics, carpentry, industrial maintenance, machine tool technology, welding, health science, computer science/3D printing, and business.
