The annual Kentucky Department of Education (KDE) training dates for school-based decision making (SBDM) coordinators and SBDM trainers have been set. SBDM coordinators and trainers will be able to select a webinar session that works best with their schedules. Webinars will begin at 9:30 a.m. ET.

All coordinators and trainers (new and experienced) must attend one of the webinar sessions listed below to maintain SBDM endorsement as a coordinator/trainer. The webinar options include:

  • March 10 – SBDM Annual Training Webinar Session No. 1
  • March 12 – SBDM Annual Training Webinar Session No. 2
  • March 16 – SBDM Annual Training Webinar Session No. 3
  • March 30 – SBDM Annual Training Webinar Session No. 4

The webinars will include information on 2020 SBDM training modules, legislative updates and other pertinent information relative to your role.

To register for a session, use this Google Form.

Staffing Allocations Information

Tentative staffing allocations should be sent to school councils by March 1, with a final allocation date of May 1. If a district plans to revise its staffing formula for the 2020-2021 school year, it will need to send its updated staffing allocation worksheet to the Kentucky Department of Education (KDE) for approval. These updates can be emailed to Ashlie Cox.

A sample staffing allocation worksheet can be found on the SBDM Technical Documents page on the KDE website under “SBDM Staffing Allocations.” Please allow time for KDE to review the allocations prior to May 1.

Legislative Update

The legislative session has begun and KDE is tracking several bills related to education. A few bills (if passed) that may have an impact on SBDM councils can be found below:

  • HB165 would require teachers receive a minimum of 120 minutes of “teacher-directed” nonteaching time each week, but would require such time be used for curriculum, instruction, review of student work and data, and training
  • SB63 would establish a “virtual high school completion program” for qualifying students.
  • HB200 would reduce class sizes by 3 students across all grades in schools lacking an SBDM.
  • SB7 would reform SBDMs, including making the number of parents and teachers equal and allowing the superintendent to make the final decision on principal selection after consultation with the school council.

Comprehensive District and School Improvement Plans: Phase Four (Progress Monitoring)

Schools are now in Phase Four in the Continuous Improvement Planning process. At this point, the plans have been completed and should be posted to the school website. Below is an excerpt from the Commissioner’s Monday Message regarding requirements for Phase Four:

The last phase of the comprehensive school improvement plan process involves progress monitoring. Continuous improvement planning requires careful monitoring, which ensures the needs of learners are met and that student outcomes are positively impacted.

During phase four, schools may choose a flexible and customized approach to monitoring and implementing the comprehensive improvement plan. During this phase, schools ask themselves two key reflective questions with regard to their plans:

  • How do we know if our strategies and activities are meeting the needs of learners?
  • Will we adjust or stay the course?

Pursuant to 703 KAR 5:225, Comprehensive School Improvement Plans (CSIPs) must be posted online to the school’s website. When posting CSIPs, remember to include any attachments referenced in a diagnostic. The items that should be posted for the improvement plan include:

  • Executive Summary for Schools
  • Continuous Improvement Diagnostic for Schools
  • Needs Assessment for Schools
  • Closing the Achievement Gap Diagnostic
  • Comprehensive Improvement Plan for Schools(including the Goal Building Template)
  • School Assurances
