Monitoring Overview

Program monitoring is a requirement for all Title I, Part D (TIPD) subgrantees to ensure federal program compliance. The TIPD monitoring is on a three-year cycle.

Districts selected for monitoring during the current cycle have been notified through email. The visits – which are scheduled for one day – begin at the district office with an interview of district personnel responsible for the Part D program (district coordinator, finance officer, etc.). The interview is followed by a visit to the facility for a tour and interview of the facility staff (point of contact, teachers, assistants and transition coordinator) and a small group of students.

The TIPD monitoring visits allow Kentucky Department of Education (KDE) staff to provide technical assistance to ensure your program is in compliance with federal laws. We will review documentation ahead of time as well as on-site.

Before the visit, you will receive a sample schedule for the day. This schedule is to be completed by the Title I, Part D contact or designated personnel and sent back to the state coordinator responsible for your visit. You will receive the monitoring checklist ahead of time, however, it also can be found on the KDE website on the Title I, Part D Subpart 2 webpage and SharePoint monitoring site. This document is to be used in gathering support documentation for your program. Within the document are examples of evidence (in italics) for your convenience.

The visit will end with a brief exit interview with district personnel and the facility program coordinator to discuss strengths and opportunities for improvement of your program. The state coordinator managing your visit will send a report within two weeks of the visit to notify you of any actions that need to be taken to be in compliance.

Monitoring Tips

Relax; this is an opportunity for KDE to provide technical assistance.

  • Collect and organize documentation to support the Part D program at the district level prior to the visit.
  • Make sure evidence is uploaded to SharePoint within two weeks of the date of the visit. The SharePoint link is sent from Windy Newton.
  • Use the monitoring checklist when gathering documentation for the visit; examples are in italics.
  • Contact your state coordinators if you have questions.
