2019-2020 Title I, Part A comparability report due Nov. 1

The following message was sent in the Commissioner’s Monday Message email to superintendents.

Section 1118 of the federal Every Student Succeeds Act requires districts to submit supporting documentation that establishes that each district has provided services that are comparable in each of its schools using general funds.

The 2019-2020 comparability report, the guide for completing it and instructions for submitting the report in GMAP can be found on the Title I, Part A webpage. The comparability report workbook is located in the GMAP district document library. The report is to be submitted for approval in GMAP by Nov. 1.

Title I equitable services

The U.S. Department of Education (USED) recently released updated guidance on equitable services. This document reflects changes to provisions governing equitable services by the federal Every Student Succeeds Act, emphasizes collaboration and consultation between public and private school officials and consolidates information previously spread across multiple sources.  Updated topics include allowable uses of funds, obligation of funds to ensure services occur in a timely manner, carryover of unobligated funds and calculation of the share of Title I funds available for equitable services.

Two clarifying topics include:

  1. The permissibility of interdistrict pooling of Title I funds to provide equitable services; and
  2. The permissibility of religious organizations serving as third-party contractors to provide equitable services.

USED also published a corresponding “Summary Response to Public Comments,” capturing significant additions and changes between the draft version published in the spring and the final version.

National and international events

Among other education-related observations, October is National Principals Month, Learning Disabilities Awareness Month and National Disability Employment Awareness Month (presidential proclamation), National Cybersecurity Awareness Month (presidential proclamation), and National Substance Abuse Prevention Month (presidential proclamation).

On Nov. 7, some 2 million people around the world will read the same book (“Thank You, Omu!” by Oge Mora) on the same day for Jumpstart’s “Read for the Record” campaign.
