APPLICANTS SOUGHT FOR KHSAA BOARD OF CONTROL


(FRANKFORT, Ky.) – The Kentucky Board of Education (KBE), through the Kentucky Department of Education (KDE), is seeking an individual to serve on the Kentucky High School Athletic Association (KHSAA) Board of Control to fill a position that will become vacant on June 30. 

The KHSAA is the Kentucky Board of Education’s designee to manage statewide interscholastic athletic programs. The Board of Control supervises KHSAA, establishes staff salaries, sets goals for the association and has the authority to set rules and review proposed changes to the KHSAA constitution and bylaws. Regular attendance at KHSAA Board of Control meetings is a requirement of the position.

All interested individuals are encouraged to submit a letter of interest, a resume and a minimum of two written letters of recommendation to the Kentucky Department of Education. The KHSAA bylaws require that at least one member shall be African American and one shall be female. The current appointee to this position is eligible for reappointment.

The Kentucky Board of Education will review all applications for the KHSAA Board of Control at-large position and make an appointment at its April 10 meeting.

 


 

Kentucky High School Athletic Association Board of Control At-Large Representation

The constitution of the Kentucky High School Athletic Association states that four at-large members of the Board of Control are to be appointed by the KBE. These members are to be at-large appointments recommended by the commissioner of education. These appointees shall not be employees of any member school or its central administration or the administration of the Kentucky Department of Education. At least one of these appointees shall be an African American, and one shall be a female.

Terms of the at-large members are to be staggered so that one is appointed each year. Members of the Board of Control shall serve four-year terms unless they are filling unexpired terms created by the death or resignation of a member, in which case the balance of the remaining term is the term in office. The term year for the Board of Control is July 1 through June 30.

No member is eligible to serve more than two consecutive complete four-year terms, with no further limits as to lifetime eligibility.

Nominating requirements:

  • Candidates for consideration of the Kentucky High School Athletic Association must submit a letter, resume and a minimum of two written letters of recommendation.
  • The above-requested items must be submitted to the KBE KHSAA liaison on or before close of business March 20.
  • Nominations may come from a variety of sources, including members of the Kentucky Board of Education or the individual seeking the nomination. All nominations will be submitted to the KBE KHSAA liaison.
  • The KBE KHSAA liaison will review all submissions to determine whether the minimum criteria have been met (for criteria see “KHSAA Board of Control At-Large Representation” above).
  • The commissioner of education will consider the qualified candidates and may choose to conduct interviews. The commissioner will submit to the KBE information about each qualified candidate, as well as his recommendation.

Length of Term: Nominee will complete a four-year term (July 1, 2019 to June 30, 2023).

KHSAA Board of Control (At-large) Roles and Responsibilities

As indicated in the constitution of the Kentucky High School Athletic Association, the Board of Control shall:

  • Have general supervision of the affairs of the association deciding all questions and performing all duties not provided for in the constitution;
  • Establish the Office of the Commissioner and evaluate annually the performance of the commissioner;
  • Establish salaries for staff comparable to duties and responsibilities;
  • Establish annually, goals and achievements of the Board of Control and the association;
  • Perform a self-assessment of the Board of Control and the association;
  • Report annually, the goals, achievements and self-assessments to the Kentucky Board of Education;
  • Hold a minimum of six regular meetings;
  • Be empowered to transact its business when a majority of its members (constituting a quorum) is present at a meeting;
  • Review all proposed changes to the KHSAA constitution and bylaws and have authority to reject any proposed change determined not to be in the best interest of the association;
  • Have authority to publish an association magazine;
  • Have authority, upon petition and for cause shown, to reinstate any student or coach who has been barred from competition;
  • Have the authority to assess fines and impose penalties in compliance with an established penalty code with minimum and maximum penalties for each rule violation;
  • Have authority to establish tournaments and meets in all sports and to adopt regulations for these tournaments and meets; have the authority to assess receipts of all postseason games, meets or tournaments in all sports;
  • Have authority to amend the playing rules for any sport sponsored by the association;
  • Have authority, as trustees, to purchase or otherwise acquire real property, and to sell, exchange, lease, mortgage or in any manner dispose of any real property upon such terms and for such considerations as the trustees consider proper; and
  • Appoint the delegate(s) who represent Kentucky at the annual meeting of the National Federation of State High School Associations yearly.
