At Tuesday night’s meeting, the City Commission approved the final plat for the QuikTrip development on East First Street between Spencer and I-135.
The Commission also received the developer’s petition for a traffic signal at First and Spencer and approved an engineering agreement with MKEC Engineering for the improvements. The City will pay for 67% of the cost of the signal (estimated total cost of $672,000), and the developer will pay for the rest of the improvements.
The existing special assessments for the water, sewer, drainage and Manchester Avenue street improvements on the previous plat will be re-spread to the new lots.
QuikTrip representatives have said they hope to submit plans for a building permit and break ground in March, with construction taking about a year.
The City Commission took the first step to designate a Rural Housing Incentive District (RHID) west of South Anderson and north of Southwest 24th Street at Sand Creek Station. This project is set to create 69 single-family homes that would be offered for sale around $255,000, which fits the mid-range housing listed as a priority in the City’s housing study.
An RHID captures the newly generated property tax revenue for up to 25 years to help the developer pay for construction costs of public improvements such as utility lines, streets, etc.
The City Commissioners shared details of trips they recently took with Harvey County Economic Development to Michigan City, Indiana, to visit a GAF Materials facility. GAF is the largest roofing manufacturer in North America and has optioned property for purchase in the Kansas Logistics Park. The Commissioners reported that the Indiana plant was remarkably clean, with almost no discernable odor or noise from the outside. They said they were very impressed with the corporate culture they saw and the company’s partnership with the community.
- Authorized water, sewer and street improvements to serve Fox Ridge Addition, and approved an engineering agreement with Garver Engineering.
- Approved amended agreements with the Cities of North Newton and Walton to provide building inspection services for a fee. The agreements had not been updated since 2011.
- Received the report of the Planning Commission for the rezoning of the Tindall property in the Logistics Park. The Planning Commission failed to recommend the requested rezoning in December. The City Commission is scheduled to consider the matter on Feb. 14.
- Approved an assignment agreement to transfer the obligations and benefits of the Cottonwood Crossing Rural Housing Incentive District (RHID) to the development’s new owner, WTEN Cottonwood Crossing LLC.
- Approved a request to close Athletic Park Circle on April 22 for the Newton Bible Christian School Eagle 5K.
