Welcome: Todd Feliciano,
New Non State Coordinator
Hello everyone,
I wanted to take a moment to introduce myself as the newest member of the State Employee Health Plan (SEHP) Operations Team. My name is Todd Feliciano, and I’m excited to step into the role of Non State Coordinator.
I bring more than 15 years of experience in the customer care field, having worked with multiple insurance companies in various roles including Answer Line, Claims, Provider Relations, and Data Management. I’m also a proud Air Force Veteran and most recently served at the Leavenworth VA, where I was honored to support fellow veterans. I look forward to carrying that same commitment and work ethic into serving SEHP members.
A little bit about me personally — I’ve called Kansas home since 2005. I met my wife here a few years after relocating, and together we have two wonderful daughters, ages 9 and 13, and a Husky who believes shedding is a year-round activity. I’m an avid supporter of all Kansas City sports teams, although I’ll admit my soccer knowledge could use a bit of work!
I look forward to connecting with each of you throughout the year and am always happy to help with any questions or concerns you may have. Please don’t hesitate to reach out.

SEHP Partners with Sagebrush for 2025 Dependent Eligibility Verification Audit
The State of Kansas has partnered with Sagebrush Analytic Solutions LLC (Sagebrush) to conduct the annual dependent eligibility verification audit for the State Employee Health Plan. This audit ensures that only eligible dependents remain covered under the plan.
Randomly selected members were mailed a notification on April 1, 2025, specifying which dependent(s) have been chosen for verification and providing instructions on how to complete the process.
To verify eligibility, members must submit the required supporting documents along with the completed checklist to Sagebrush by May 30, 2025.
Important Notice: Failure to submit the requested documentation by May 30, 2025, will result in the termination of the selected dependent(s)' coverage effective July 1, 2025.

Maximize Your Dental Benefits
Stay on top of your oral health by keeping up with preventive dental exams!
Did you know that your dental plan covers Diagnostic & Preventive services, like routine cleanings, at 100% when using a Network provider? You’re entitled to two preventive oral exams and/or routine cleanings per year, with no requirement for six months between visits. The Plan Year follows the Calendar Year, running from January 1 to December 31.
Earn HealthQuest Wellness Credits
If you participate in the HealthQuest Wellness Program, you can earn 5 credits per biannual dental exam, totaling 10 credits per year!
Basic vs. Enhanced Dental Plan

Visit the Delta Dental website to:
- View your preventive dental benefits
- Print ID cards
- Find a network dentist using the “Find a Dentist” tool
Simply log in to your Delta Dental member account online or via the Delta Dental mobile app.
Estimate Your Out of Pocket Costs
Before your next appointment, estimate your out of pocket dental care expenses with Delta Dental’s Dental Care Cost Estimator. This tool provides cost estimates based on your selected dentist, treatment plan, and dental coverage. Access it through the Delta Dental mobile app or your online member account.

Voluntary Prescription Eyewear Benefits
The Voluntary Prescription Eyewear benefits provided through Surency is optional insurance members can choose to purchase when completing their benefit enrollment. To locate a Network provider, learn about the Surency mobile app, or access additional plan details, click here.
Whether you’re enrolled in the Basic Plan or the Enhanced Plan, Surency offers value added benefits. You can explore these benefits by visiting the Surency website.

If Your Provider Accepts Your Eye Exam but Not Surency for Eyewear
If your provider participates in the Network for eye exams but does not contract with Surency for eyewear, you have options:
- Take your prescription to a Network Provider that contracts with Surency for materials. Locate a provider on the Surency website.
- Use your prescription to order eyewear online through ContactsDirect.com or Glasses.com and receive Network benefit levels.
SEHP Medical Plan Members – 100% Covered Eye Exam
If you are covered under an SEHP medical plan, your first eye visit per Plan Year (for any reason or diagnosis) is covered at 100% when using a Network provider.
- The Plan Year follows the Calendar Year: January 1 (12:01 AM) – December 31 (11:59 PM).
- To receive full benefits, present your medical ID card at the time of service.
- To find a Network provider, visit the provider directories in the medical benefits section on the SEHP website.
